PINAGTIBAY nitong Miyerkules ng Committee of the Whole House ang Resolution of Both Houses (RBH) No. 7, kasama ng kanilang committee report, sa pamamagitan ng viva voce vote.
Layon ng resolusyon na amyendahan ang mga Articles XII, XIV at XVI ng 1987 Konstitusyon, na tutugon sa pagpapagaan ng mga mahihigpit na probisyong pang-ekonomiya sa pampublikong sektor ng serbisyo, basic education, kabilang ang mga industriya ng media at advertising.
Ang mga serye ng pagdinig ng Komite ay nagsimula noong nakaraang linggo, sa ilalim ng pangunguna nina Majority Leader Manuel Jose Dalipe, Senior Deputy Speaker Aurelio Gonzales Jr., Deputy Speaker David “Jay-Jay” Suarez at Deputy Majority Leader Neptali Gonzales II.
Bago nagbotohan sa pagpapatibay ng RBH 7, ay pinasalamatan ni Dalipe ang mga resource persons na nagbahagi ng kanilang mga pananaw, sa anim na araw na marathon na pagdinig sa RBH 7.
“We really appreciate the presence of our resource persons who have tirelessly devoted their time to coming here. And we would like to say that your insights will be very helpful to the members of the House of Representatives when we vote on the Committee Report of the Committee of the Whole later this afternoon. So sa inyong lahat, ating mga resource persons, maraming salamat po,” ayon kay Dalipe.
Sinabi ni Gonzales na namahagi sila ng mga kopya ng committee report sa mga miyembro ng Kamara, bago nagbotohan.
Sa idinaos na pagdinig ng Committee of the Whole House ngayong Miyerkules, mga karagdagang dalubhasa at resource persons ang nagbahagi ng kanilang mga pananaw, at nagmumungkahi na ang charter change sa ekonomiya ay pakikinabangan ng bansa.
Ayon kay dating Department of Information and Communications Technology (DICT) Secretary Gregorio “Gringo” Honasan II, may mahigpit na pangangailangan na tugunan ang mga pagsubok sa ekonomiya, na magmumula sa paglipat sa geopolitical landscape, rapid technological advancements, at ang epekto ng pandaigdigang kalakalan sa digital na ekonomiya.
Sinabi rin ni Department of Foreign Affairs (DFA) Undersecretary Jesus Domingo na ang katagang “unless otherwise provided by law,” ay naggagawad sa Kongreso ng kapangyarihan na ayusin ang mga mahihigpit na patakaran sa foreign at land ownership, sa pamamagitan ng regular na lehislasyon, at nag-aalok ng flexibility sa paggawa ng mga polisiya.
“The laws can be adjusted incrementally to slowly open up certain sectors of the economy to foreign investors. This allows for quicker response to the changing conditions of the global economy,” ani Domingo.
Iprinisinta rin ni dating Finance Secretary Margarito Teves ang kanyang pananaw sa ekonomiya na kinabibilangan ng mga comparative na pag-aaral, vis-à-vis, ang pagkakaroon ng nagpapahintulot ng regulasyon sa Pilipinas at mga ASEAN counterparts sa foreign ownership.
“While we fully support the proposal of RBH 7 to remove restrictions on public utilities, education and advertising, we respectfully propose that Congress also consider removing the restrictive provisions in the 1987 Constitution giving preferential treatment in the use of land, natural resources, and mass media,” ayon kay Teves.
