P12-B inilaan para sa plebisito dapat repurposed–CHIZ

ANG P12 bilyong pondo sa Commission on Election’s (Comelec) budget para sa 2024 plebisito ay dapat ng gamitin para sa ibang layunin, ayon kay Sen. Chiz Escudero.

Sa pagdinig ng Senate Committee on Electoral Reforms and People’s Participation na pinamumunuan ni Sen. Imee Marcos noong Martes (Enero 30), ibinunyag ni Escudero na ang pondo ay isang last-minute na idinagdag sa 2024 General Appropriations Act—isa ring kumpirmadong katotohanan ni Comelec Chairman George Garcia sa pagdinig.

 “It was neither in the President’s proposed budget nor in the Comelec’s original submission,” Escudero said, adding that the fund was put there waiting for the about to be launched people’s initiative (PI) to succeed, “the budgetary version of putting the cart before the horse.” “But now that the horse is dead; there is no more use for the cart,” sabi ni Escudero .

Binanggit ng senador mula sa Bicol na ang Comelec ay dapat suriin muli ang kanilang budget sa Line Item na “Conduct and supervision of elections, referenda, recall votes and plebiscites.”

Sa orihinal na 2024 National Expenditure Program (NEP), ang pondo para sa partikular na line item na ito ay P2,229,617,000. Ito ay binago sa huli at naging P14,229,617,000 matapos ang karagdagang P12 bilyon.

“Now that the President has taken a position against the people’s initiative, and you (Comelec) are reviewing your rules, this is also an opportune time to revisit the P14 billion in your budget, realign it for the purpose of what you really need for example on capital outlays and personnel services such as the creation of positions which is well within your power to do so,” Escudero told Garcia.

Ang sagot ng Comelec chair ng pabor at sinabi na sila ay magre-review ng budget ng ahensya at magbibigay ng kopya ng na-realign na appropriation sa komite ni Marcos.

Sinigurado niya na kahit bago pa man sila bumoto ng en banc upang isuspinde ang Comelec Resolution No. 10650 na sumasaklaw sa mga gabay para sa people’s initiative, plano na ng poll body na suriin muli ang kanilang budget para sa realignment.

“We already had in our minds the items by which this P14 billion to be spent and definitely, all of these items that this representation is willing to submit to this committee, do not pertain to any people’s initiatives or any plebiscite,” ayon kay Garcia .

Sa alaala ni Escudero na ang orihinal na inihain ng Comelec na budget para sa 2024 sa Department of Budget and Management (DBM) ay P44.7 bilyon, ngunit inirekomenda ng huli na P27.1 bilyon—ang halaga sa bill na ipinadala ni President Marcos sa Kongreso.

“Sa computation ng Comelec, kulang ito ng P1.2 bilyon para sa personnel services,” tukoy ni Escudero.

Sa mga deliberasyon ng budget sa House at Senate, humiling ang poll body ng pagsusuri para ibalik ang P6 bilyon para sa mga inaakala nilang mahalagang proyekto, aniya.

“Kasama dito ang pag-pilot ng internet voting para sa OFWs, at para sa mga aktibidad na magpapamodernize sa halalan at gagawin itong transparent at magpo-promote ng madaling pagboto at mabilis na pagbilang,” sabi ni Escudero.

Ayon pa sa senador, nadagdagan ang budget ng ahensya mula sa P27.1 bilyon na ini-rekomenda ng Malacanang, at umabot ito sa P40.1 bilyon sa General Appropriations Act na pirmado ni Marcos, ngunit “para sa mga maling dahilan.”

Dahil sa inaasahang people’s initiative, nanghingi ang House sa bicameral conference na dagdagan ng P12 bilyon ang orihinal na P2.2 bilyong pondo “para sa supervision ng halalan, referenda, recall votes, at plebisito.”

“Ang P12 bilyong iyon ay dapat ng mapalitan at mailayo sa kamay ng people’s initiative,” sabi ni Escudero.
