NAGSUMITE ang mga house leaders ng isang resolusyon ng kanilang sariling bersyon ng upang amyendahan ang economic constitution na katulad ng mga panukalang Charter change ng Senado.
Ang Resolution of Both Houses (RBH) No. 7, na isinulat ni Senior Deputy Speaker at Pampanga 3rd District Rep. Aurelio “Dong” Gonzales Jr., Deputy Speaker at Quezon 2nd District Rep. David “Jay-jay” Suarez, Majority Leader Manuel Jose Dalipe, at iba pang mga lider ng Kapulungan, ay halos eksaktong pagkakapareho ng Resolution of Both Houses No. 6, na isinumite ni Senate President Juan Miguel Zubiri at mga Senador Juan Edgardo Angara at Loren Legarda.
Parehong may pamagat na “A Resolution of Both Houses of Congress proposing amendments to certain economic provisions of the 1987 Constitution of the Republic of the Philippines, particularly on Articles Xll, XlV and XVl.”
Ang mga pagbabagong inihain ng House at Senado ay sa pagbibigay ng mga prangkisa ng lehislatura sa mga pampublikong utilidad sa Artikulo Xll, pangunahing edukasyon sa Artikulo XlV, at advertising sa XVl.
Ang mga principal amendments na inirerekomenda ay ang pagsingit sa ng “unless otherwise provided by law,” which would empower Congress to lift or relax present economic restrictions in the nation’s basic law, and the addition of the qualifier “basic” sa Article XlV.
Nagpapahayag din ang RBH No. 7 at RBH No. 6 ng propose amendments ng Konstitusyon na maaaring “upon a vote of three-fourths of all its members.””
Ilan sa mga may-akda ng RBH 7 ay kinabibilangan nina Senior Majority Leader Ferdinand Alexander Marcos, Deputy Speakers Kristine Singson-Meehan at Antonio “Tonypet” Albano, mga Kinatawan Yedda K. Romualdez, Jude Acidre, Zaldy Co, LRay Villafuerte, Eleandro Jesus Madrona, Johnny Pimentel, Jesus Jurdin Romualdo, Wilfrido Mark Enverga, Jose Aquino ll, Robert Ace Barbers, Brian Raymund Yamsuan, Angelina Natasha Co, at iba pa.
Sa pagsumite ng RBH No. 7, sinabi nina Gonzales, Suarez, Dalipe, at iba pang mga lider ng House na ang Konstitusyon “is the supreme law of the land, enshrining the foundations of our nationhood and reflecting the consensus of our citizenry.”
“The nation’s economic policy must be reframed under the demands of this increasingly globalized age, while still protecting the general policy of Filipino-first that guides the economic provisions of the Constitution,” dagdag pa ng mga mambababas.
