THE House of Representatives (HRep) Committee on Higher and Technical Education chaired by Baguio City Rep. Mark Go on Monday adopted House Cebu City Rep. Eduardo Rama file House Resolution (HR) 1284, proposing that the HRep extend its profound congratulations to the University of San Carlos (USC), and its Mooting Team, for finishing third place at the 15th Nelson Mandela World Human Rights Moot Court Competition.
The competition saw participants analyzing legal arguments regarding theoretical human rights concerns, delivering convincing arguments based on a comprehensive knowledge of international human rights law.
The panel also deliberated and approved several local house bills, such as House Bill (HB) 8417, or the “Revised Pangasinan State University (PSU) Charter,” authored by Pangasinan Rep. Ma. Rachel Arenas. The measure seeks to strengthen the PSU by providing advanced instruction, appropriate skills and competencies, professional training in various fields and shall offer undergraduate, graduate and post-graduate courses.
The committee likewise approved with amendments, HBs 4237 and 9121, both authored by Senior Deputy Speaker Aurelio Gonzales Jr. The bills aim to establish regular campuses and a university system for Don Honorio Ventura State University.
Other measures approved, subject to compliance with the requirements of the Commission on Higher Education (CHED), were HBs 9023 and 8215, both seeking to convert the Southern Philippines Agri-Business and Marine and Aquatic School of Technology located in Malita, Davao Occidental, and the Davao del Norte State College in Panabo City, Davao del Norte into state universities, respectively. HB 9023 is authored by Davao Occidental Rep. Claude Bautista, while HB 8215 is authored by Davao del Norte Rep. Alan Dujali.
