NAGHAIN nitong Lunes si House Deputy Majority Leader Erwin T. Tulfo at apat pang mambabatas ng resolusyon na nananawagan sa Kamara ng agarang imbestigasyon ukol sa konstruksyon at operasyon ng isang resort na matatagpuan sa loob ng world heritage site ng Chocolate Hills sa Sagbayan, Bohol.

Ang House Resolution No. 1652 ay inihain ni Tulfo at ng kanyang mga kasamahan mula sa ACT-CIS partylist na sina Reps. Edvic Yap at Jocelyn Tulfo at dalawang iba pang mambabatas na sina Benguet Rep. Eric Yap at Quezon City 2nd district Rep. Ralph Wendel Tulfo.

“May mananagot dito, kailangang may managot dito,” sabi ni Tulfo sa isang pahayag patungkol sa Captain’s Peak Resort na matatagpuan sa loob ng sikat na Chocolate Hills.

Sa resolusyon, binanggit ng mga mambabatas ang Proclamation No. 1037 ng Hulyo 1997, na nagdedeklara sa “the Chocolate hills as a natural monument and restrained inappropriate exploitation thereat, regardless of private rights therein, in order to maintain its natural beauty.”

“Hayagang pangbabastos ito sa ating likas na yaman. Ang tanong dito ay paano pinayagan at sino ang pumayag na maipatayo ang isang resort sa lugar na dapat ay ating pino-protektahan. Kaya dapat itong tutukan at ma-imbestigahan ng Kongreso,” dagdag pa ni Tulfo.

Idinagdag sa resolusyon na ang Chocolate Hills ay protektado rin at kasama sa National Integrated Protected Areas System sa ilalim ng Republic Act No. 7586, na ipinagbabawal ang “mutilating, defacing, or destroying objects of natural beauty, or objects of interest to cultural communities” as well as “constructing of maintaining any kind of structure, fence or enclosures, conducting any business enterprise without a permit.”

Matatandaan na nag-viral sa social media ang nasabing resort na itinayo sa mismong paanan ng Chocolate Hills.

Sa mga aerial view ng resort, makikita ang mga swimming pool, slides, cottages, at iba pang mga gusali na itinayo sa lugar.

Nabatid naman na ang may-ari ng nasabing resort nakakuha ng mga kaukulang dokumento para sa resort.

“The construction of the Captain’s Peak Garden and Resort raises serious concerns on possible avenues for the circumvention of laws and issuances on building, business and environmental permits, certification, or licenses in the guise of tourism economic development,” anang resolusyon.

“There is an utmost need to ensure that the natural monuments and UNESCO World Heritage sites of the Philippines are preserved, maintained, and protected at all times as against any and all private interests,” dagdag pa sa resolusyon.
