PATULOY ang pakyat ng bilang ng mga Pilipinong walang trabaho sa 2.26 million nitong December 2025 mula sa 2.25 million noong November, muling iginiit ni Senate Minority Leader Alan Peter Cayetano ang pangangailangan ng mas malalim na reporma sa sahod, proteksyon sa manggagawa, at mga matagal nang problema sa labor system sa bansa. Batay sa pinakahuling datos ng Philippine Statistics Authority (PSA), makikitang may pagtaas sa unemployment mula November patungong December 2025, at nananatili ring mas mataas kumpara sa 1.63 milyon na naitala noong December 2024. Nagpapakita ito ng patuloy na hirap ng maraming Pilipino na makahanap ng matatag na trabaho at sapat na kita. Ayon kay Cayetano, hindi sapat ang hiwa-hiwalay na hakbang upang tugunan ang mga isyung ito. Aniya, kailangan ang sabayang pagkilos ng pamahalaan, mga manggagawa, at mga employer, lalo na pagdating sa kalidad ng trabaho at makatarungang pasahod. Kaugnay nito, inihain niya bilang priority bill sa 20th Congress ang Executive-Legislative Labor Commission o LabCom Act na layuning magtatag ng isang pormal na mekanismo kung saan maaaring magsanib-puwersa ang iba’t ibang sektor upang maghanap ng pangmatagalang solusyon sa mga labor issues. “This body will convene representatives from Congress, the Executive branch, Micro-, Small and Medium-sized Enterprises (MSMEs), trade and industry, and the labor sector, including the migrant and informal sectors, to collectively pursue sustainable solutions,” wika ni Cayetano. Binigyang diin ng senador na ang labor at employment concerns ay direktang nakakaapekto sa bawat pamilyang Pilipino, lalo na kapag napipilitang lumayo ang mga manggagawa sa kanilang pamilya dahil sa mababang sahod at kulang na proteksyon. “If ever magkaroon ng Labor Commision, these are exactly the types of issues that we will solve,” wika niya. Para kay Cayetano, mahalagang punan ang mga puwang sa labor policy upang matiyak na ang pag-usad ng ekonomiya ay ramdam ng karaniwang Pilipino, lalo na’t mas mataas pa rin ang unemployment kumpara noong nakaraang taon. “Kung lab (love) natin ang Pilipinas, kung lab (love) natin ang ating laborers, kung gusto natin ang mga OFWs na hindi na kailangan mag-broad, we have to have a labor commission,” wika niya.

Giit ni Lacson, walang lugar sa serbisyo publiko ang mga “epal” billboard na tampok ang pangalan at mukha ng mga pulitiko, at maaari pa itong magpahiwatig ng tongpats, hindi lamang sa mismong proyekto kundi maging sa mga billboard na nagpo-promote nito. “This one I like and support unequivocally. Ipinagbabawal ang pagpapakita ng pangalan, larawan, imahe, slogan, logo, color motif, mga inisyal, o anumang simbolo o grapikong representasyon na may kaugnayan sa sinumang opisyal ng gobyerno sa mga proyekto at karatula ng pamahalaan. Iniutos din ng DILG ang agarang pagtanggal ng mga umiiral na karatula, tarpaulin, marker, o iba pang materyales na lumalabag sa nasabing circular. “Government programs are not personal billboards. These are funded by taxpayers and must reflect public service, not political credit grabbing,” dagdag ng DILG. Pinangunahan din ni Lacson ang paghigpit laban sa galawang “epal” sa pamamagitan ng pagsusulong ng malinaw na safeguards sa ngayo’y 2026 national budget, upang maiwasan ang pang-aabuso at political patronage. “The national budget must not be a political tool or spoils for those in power. We deserve a budget that truly serves the people, free from political exploitation. While we have made headway, the path forward remains extensive,” giit niya.

SENATEPresident Vicente C. Sotto III has filed a bill seeking to amend Republic Act No. 3591 to strengthen the Philippine Deposit Insurance Corporation (PDIC) and enhance the country’s framework for bank liquidation. The proposed measure, Senate Bill No. 1667 aims to make the Philippine deposit insurance system more effective and responsive by reinforcing the PDIC’s independence, authority, and financial capability. “The amendments will empower the PDIC to respond decisively to emerging risks and financial crises, while minimizing disruptions to the financial system.”, said Sotto. The proposed legislation enhances deposit protection through expanded coverage and the implementation of differential insurance, extending deposit insurance to Non-Bank Financial Institutions (NBFI) and cooperative products deemed as deposits by the Bangko Sentral ng Pilipinas (BSP) and the Cooperative Development Authority (CDA). It also seeks to ensure the prompt release of deposit insurance claims so depositors can quickly access their savings if a bank shuts down. In times of financial crisis, the bill authorizes the temporary grant of full deposit insurance coverage, or Temporary Blanket Coverage, upon determination by the Monetary Board when there is a threat to financial system stability. The proposed amendments introduce an enhanced liquidation process to expedite the recovery of claims by creditors of closed banks, while further strengthening the PDIC as a financial safety net institution.
