
DEPARTMENT of Budget and Management (DBM) Secretary Amenah F. Pangandaman assured the public today that the government has enough funds to respond to areas that will be affected by Super Typhoon “Nando” (international name: Typhoon Ragasa).
“Utos po ni Pangulong Bongbong Marcos na agad nating suportahan ang mga kababayan nating maaapektuhan ng Super Typhoon Nando, maging ang mga frontline agencies na nagtatrabaho para masigurong agad silang matututulungan. Rest assured that on the part of the DBM, may nakahanda po tayong pondo para rito,” Secretary Amenah Pangandaman said.
As of 22 September 2025, the National Disaster Risk Reduction and Management Fund (NDRRMF) stands at ₱8.633 billion. This fund supports aid, relief, and rehabilitation services for calamity-hit communities, as well as the repair and reconstruction of permanent structures and other capital expenditures for disaster operations.
Secretary Amenah also explained that frontline agencies may tap their Quick Response Funds (QRFs)—a built-in stand-by fund for disaster preparedness, relief, and rehabilitation efforts during calamities. These include the Department of Public Works and Highways (DPWH), the Department of National Defense (DND)–Office of Civil Defense (OCD), the Department of Education (DepEd), the Department of Social Welfare and Development (DSWD), and the Department of Agriculture (DA), all of which have built-in QRFs to ensure immediate action during emergencies.
Unlike the NDRRMF, QRFs do not require NDRRMC recommendation or presidential approval before use. Moreover, once at least 50% of an agency’s QRF has been utilized, the agency may already request replenishment from the DBM.
“Hindi po dapat mag-alala ang ating mga kababayan. May sapat po tayong pondo at sisiguraduhin ng DBM na mabilis ang pagproseso, basta’t kumpleto at maayos ang dokumento,” Sec. Amenah added.
She also issued a strong appeal to government agencies: “Ang pondo pong inilalabas ng DBM ay para sa ating mga kababayan na higit na nangangailangan. Kaya naman nananawagan kami sa lahat ng ahensya—siguraduhin po natin na bawat sentimo ay makarating agad sa tamang benepisyaryo.”
