AS the operations of the ICI are winding down, we are essentially in the dark as to what has been discovered and what happens next.
To refresh, last 24 September 2025, The House of Representatives suspended the proceedings of the infra-comm and turned over all documents to the Independent Commission for Infrastructure. To date, none of the reports of the ICI have been made public. Even worse, the report is for approval of the Office of the President.
This begs the question: how independent can this commission be if it is under the direct control and supervision of the President?
Despite the legal requirement to publish, the ICI has not published any of its reports.
Last year, President Marcos promised that big wigs would be in jail by December. As the ICI is wrapping up its operations, not only are there no big wigs in jail, the final report is now with the President “for approval.”
We hope at the very least, the ICI can share the report it submitted to the Office of the President.
