THE Land Transportation Office (LTO), under the guidance of Department of Transportation (DOTr) Secretary Vince Dizon, has issued a show cause order (SCO) against the registered owner of a Toyota Hi-Ace van after its license plate was found to be attached to a sports utility vehicle that illegally entered the EDSA Bus Carousel.
LTO Chief, Assistant Secretary Atty. Vigor D. Mendoza II said the van was registered to a government financial institution and what they want to know is how its red license plate number SAA 1023 ended up being used by a Toyota Fortuner.
“Hindi tama ito at maliwanag na pambabastos ito sa ating mga batas. In issuing the SCO to this government financial institution, they will be notified of the wrongdoings of some of its personnel and we want to exactly pinpoint who these people are,” said Asec Mendoza.
“Our strict implementation of the laws and road safety rules and regulations covers not only private motorists but also those in the government because as our DOTr Secretary Vince Dizon said, we in the government should be the one to lead by example,” he added.
The SCO issuance stemmed from the complaint lodged by the DOTR- Special Action and Intelligence Committee for Transportation about a white SUV that illegally entered the Ortigas portion of the EDSA Bus Carousel.
The driver stopped the car when flagged down but later escaped by speeding off.
In the SCO signed by LTO-Intelligence and Investigation Division (LTO-IID) chief Renante Melitante, the government financial institution was asked to submit an explanation and the documents relating to the car registration over violation of Section 18 of the Republic Act 4136).
Asec Mendoza said they are now in coordination with the DOTR-SAICT to get more information as to the identity of the driver which could be raised and discussed with the representatives of the government financial institution on May 15 at the LTO Central Office.
