
THE Quezon City Government has terminated four infrastructure projects linked to contractors whose licenses were recently revoked by the Philippine Contractors Accreditation Board (PCAB).
In a statement, the city government said that out of more than 1,300 infrastructure projects since the start of the current administration in July 2019, only four—or about 0.3 percent—were awarded to companies connected with Discaya or their joint ventures.
The city conducted a review after PCAB issued Board Resolution No. 075, Series of 2025, on September 1, 2025, which revoked the licenses of Discaya-linked entities. The revocation also led to the cancellation of their PhilGEPS registration due to violations of licensing and procurement laws.
The review identified four affected projects:
Construction of a six-storey multi-purpose building with deck;
Construction of a reinforced concrete canal at Ermitaño Creek;
Construction of Housing 32-Balingasa High-Rise Housing (Phase 1A) in Barangay Balingasa; and
Construction of Housing 32-Balingasa High-Rise Housing (Phase 2) in Barangay Balingasa.
The Quezon City Government said that as of September 19, 2025, all four projects had been formally terminated after observing the required legal procedures.
City officials emphasized that transparency and accountability remain core principles in their procurement processes, which include competitive bidding, publication, and online posting of all projects.
“The Quezon City Government has nothing to hide. We welcome all good-faith examinations by competent legal authorities of our projects and processes,” the statement read.
The city government also denounced what it described as “malicious insinuations” meant to divert attention from those truly responsible for irregularities.
“We remain steadfast and unwavering in upholding the trust of our people, and we will continue to ensure that public funds are used solely for the benefit of our QCitizens,” it added.
