SA bisa ng full devolution ng Local Government Code of 1991, nagsimula nang pumasok ang bahagi ng pondong kita ng national government sa mga lokalidad kung saan may mga minahan, ayon kay Surigao del Sur Rep. Johnny Pimentel.
Katunayan ani Pimentel, umabot sa P6.5 bilyon ang pinaghatian ng mga LGUs kung saan may mga operasyon ng pagmimina.
“The amount represents the 40 percent share of local government units (LGUs) in the gross earnings derived by the National Treasury from mining activities,” ayon sa mambabatas.
Sa datos ng kongresista, lumalabas na mas malaki ang share ng mga LGUs sa mining tax ngayong taon kumpara sa P6.2 bilyong tinanggap noong 2021, P5.6 bilyon noong 2020, P3.2 bilyon noong 2019 at P4 bilyon naman noong 2018. Paglilinaw pa niya, kasama umano ang pondo sa 2022 National Expenditure Program (NEP) at hiwalay naman sa internal revenue allotment (IRA) na nakalaan sa mga lokalidad kung saan may nickel mining operation.
“We expect the national government as well as host LGUs to generate more income from mining activities in the years ahead, in light of the lifting of the ban on the issuance of new mining permits,” dagdag pa niya.
Buwan ng Abril ng nakalipas na taon nang bawiin ni Pangulong Rodrigo Duterte sa bisa ng isang executive order ang siyam na taong moratorium para mineral production sharing agreements (MPSAs) sa hangaring makalikom ng mas malaking pondo ang national government, kasabay ng paglikha ng mas maraming trabaho.
“Under the Local Government Code of 1991, LGUs are entitled to 40 percent of the gross earnings from “mining taxes, royalties from mineral reservations, forestry charges, and fees and revenues collected from energy resources” in their areas.”
