Safe overhead electric lines bill, other key bills pass 3rd reading

THE House of Representatives, under the leadership of Speaker Ferdinand Martin Romualdez, on Tuesday unanimously approved on third and final reading House Bill (HB) 10512 or the “Safe Overhead Electric Distribution, Cable and Communications Lines Act.” 

The measure, which received 201 affirmative votes, mandates utility companies to regularly inspect and undertake effective programs to maintain overhead lines. 

The House also passed on third and final reading HB 10251, which seeks to allow faculty, researchers and administrators with dual citizenship to be appointed in public higher education institutions. The bill received 200 affirmative votes.

Other bills which the House passed unanimously on third and final reading were HB 8657 or the “Protected Geographical Indications Act,” with 203 affirmative votes; and HB 10722 or the “Loss and Damage Fund Board Act,” with 208 unanimous votes. 

HB 10592 or the measure rationalizing the mandate of the Power Sector Assets and Liabilities Management Corporation (PSALM), also went through third and final reading with 201 affirmative votes and one abstention. 

Meanwhile, HB 10524, which seeks to amend the grounds for candidate substitution, also hurdled second reading at the plenary floor. Once enacted into law, it will amend Section 77 of Batas Pambansa Blg. 881, or the Omnibus Election Code of the Philippines. 

It also defines “permanent incapacity” as a valid basis for candidate substitution, ensuring that only those who campaign will serve if elected.

Additionally, the House approved with amendments HB 10270, the “Career Progression System for Public School Teachers Act,” aimed at enhancing the professional growth and welfare of teachers. 

Other measures passed on second reading include HB 10522, declaring October as “National Esports Month,” and HB 10691, which prohibits the unauthorized practice of law, imposing penalties ranging from prision mayor to fines between P100,000 and P5 million.

Deputy Speaker Yasser Alonto Balindong presided over Tuesday’s plenary session.
