A TOTAL of 41 new and returning members of the House of Representatives (HRep) on Wednesday completed the three-day Executive Course on Legislation in preparation for the start of the 20th Congress in July.
Bukidnon Representative-elect Audrey Kay Zubiri said that the executive course helped her realize the deeper purpose behind lawmaking.
“Physically, how to translate needs into policy, how to work with clarity and constitutional integrity, how to scrutinize budgets, interpret data, and most importantly, how to legislate with conscience,” she said.
Zubiri saw her completion of the course as “a beginning of deeper commitment to better service that is informed, disciplined and principled,” adding that “the real test of our learning will not be in the halls of this institution but in the lives of those we serve.”
She challenged her fellow attendees to “leave behind a legacy of integrity and legislation that uplifts, unites and endures.”
House Secretary General Reginald Velasco congratulated the incoming lawmakers, impressing upon them the purpose of legislation.
“It is also about steering the nation’s future through thoughtful debate, exacting accountability from the government, responsible and timely decision-making, and a deep sense of care for the welfare of the people that you serve,” Veasco said.
The course was organized by the HRep, in partnership with the University of the Philippines College of Public Administration and Governance – Center for Policy and Executive Development.
