THE Department of Health (DOH) – Ilocos Region strengthened its call for equality, dignity, and health for all during the celebration of Pride Month held at the Don Mariano Marcos Memorial State University (DMMMSU) in San Fernando City, La Union on June 30, 2026, reaffirming its commitment to ensuring that every member of the LGBTQIA+ community has access to safe, respectful, and discrimination-free healthcare.
More than a celebration of diversity, Pride Month serves as a reminder that health is a fundamental human right. For many LGBTQIA+ Filipinos, barriers such as stigma, discrimination, and fear continue to prevent them from seeking timely healthcare. Through this observance, the DOH Ilocos Region renewed its commitment to breaking these barriers and building a health system where everyone is welcomed, respected, and empowered to live healthy lives.
Newly assigned Regional Director Helen D. Tobias emphasized that Universal Health Care can only become a reality when every Filipino—regardless of sexual orientation, gender identity, gender expression, or sex characteristics (SOGIESC)—can access healthcare with dignity and without fear.
“Walang sinuman ang dapat mamili sa pagitan ng kanilang pagkatao at ng kanilang kalusugan. Bawat Pilipino ay may karapatang makatanggap ng dekalidad na serbisyong pangkalusugan na may malasakit, respeto, at walang anumang uri ng diskriminasyon. Ang Pride Month ay paalala na ang inclusivity ay hindi lamang isang pagpapahalagang ipinagdiriwang natin—ito ay responsibilidad na isinasabuhay natin araw-araw. Sa DOH, nananatili kaming matatag sa aming pangakong tiyakin na bawat miyembro ng LGBTQIA+ community ay nakikita, napakikinggan, nirerespeto, at tunay na naaalagaan,” she stated.
Anchored on the Universal Health Care Act and the Health Promotion Framework Strategy, the DOH continues to strengthen health promotion initiatives that foster inclusive healthcare environments, improve health literacy, and address the unique health needs of the LGBTQIA+ community. These efforts contribute to a healthcare system where diversity is embraced and equitable access to quality services is guaranteed.
As part of the celebration, 300 students from DMMMSU joined the event, along with university employees, partners, and advocates, to promote gender sensitivity, mental health, HIV awareness, and inclusive healthcare practices.
Interactive booths from various DOH hospitals transformed the celebration into an engaging learning experience, providing participants with vital health information, capacity-building activities, and fun, educational games. The event also showcased the creativity and talent of attendees through photo and dance competitions, with exciting prizes awarded to outstanding winners, further reinforcing the message that health promotion, inclusivity, and community engagement can go hand in hand.
Director Tobias called on government agencies, healthcare institutions, local government units, civil society organizations, and communities to continue working together in eliminating discrimination and advancing health equity.
“Pride is more than a celebration—it is a call to action. It challenges us to build a future where no one is left behind because of who they are or whom they love. Together, let us create communities where diversity is celebrated, equality is protected, and quality healthcare is truly accessible to all.”
As Pride Month draws to a close, the DOH Ilocos Region reaffirms its commitment to championing health equity and human dignity, recognizing that an inclusive healthcare system is essential to achieving healthier families, stronger communities, and a truly universal health care system for every Filipino.
