THE House Committee on Appropriations presided by Committee Vice Chairperson Rep. Raul Angelo Bongalon on Tuesday approved the three substitute bills including its funding provisions on measures revising the government auditing Code of the Philippines, providing for the revised Cooperative Code of the Philippines, and institutionalizing the grant of teaching supplies allowance to public school teachers.
Committee on Revision of Laws chairperson Rep.Edward Vera Perez Maceda sponsoring the passage of the Substitute Bill to House Bills (HBs) 9548, 166, 5363, 8912, 8955 & 9606 entitled Providing for the Revised Government Auditing Code of the Philippines authored by Speaker Ferdinand Martin Romualdez, Reps. Rodante Marcoleta, Rufus Rodriguez, Florida ‘Rida’ Robes, Emmarie ‘Lolypop’ Ouano-Dizon, and Joey Sarte Salceda respectively, said the measure is one of the LEDAC and SONA priorities. “Importante para sa akin na baguhin na yung Auditing Code dahil yung P.D.1445 1978 pa po yun, it’s about time we have a revised Auditing Code” Maceda said, adding that the measure is one of the remaining seven (7) priority bills for passage before the recess.
Rep. Maceda said the Auditing Code contains the same Constitutional provisions Article 9-A on the common provisions on the Civil Service Commission (CSC), Commission on Audit (COA), and the Commission on Elections (COMELEC), and Article 9-D which deals with provisions specifically for the COA. COA Planning, Finance and Management Assistant Commissioner Nilda Plaras relayed the agency’s gratitude to the Committee in amending the old State Audit Code.
Committee Vice Chairperson Rep. Joseph “Jojo” Lara posited other amendments and cited a special provision on the GAA in relation to Section 103. Likewise Rep.Bongalon cited a special provision in the GAA pertaining to Section 103. Baguio City Lone District Rep.Mark Go moved to have the substitute bill approved, with the Committee using the usual regular language on the approval of appropriation provision which was carried by the panel.
Earlier the panel approved the substitute bill to HB 1333, 8067, 9013, 8067, 9159 & 9450, providing for the Revised Cooperative Code of the Philippines authored by Reps. Felimon Espares, Emmarie “Lollypop” Ouano-Dizon, Ralph Wendel Tulfo, and Nicanor Briones respectively. Rep. Espares said the measure is also a legislative priority of President Marcos Jr. The resource persons from the DTI and DBM supports the said measure.
The Committee also approved the substitute bill to HBs 547, 714, 1849, 1893, 1913, 2697, 2781, 2829, 3476, 3543, 4072, 4383, 4982, 5688, 6977, 7057 and 7720, the measure institutionalizing the grant of teaching supplies allowance for public school teachers and appropriating funds therefor authored by Reps. France Castro, Emigdio Tanjuatco III, Luis Raymund ‘LRay’ Villafuerte Jr., Lani Mercado-Revilla, Alfred Delos Santos, Christopher De Venecia, Rommel Rico Angara, Deputy Speaker Ralph Recto, Reps. Marjorie Ann Teodoro, Eric Go Yap, Patrick Michael Vargas, Eduardo ‘Bro. Eddie’ Villanueva, Reynante Arrogancia, Lordan Suan, and Keith Micah ‘Atty. Mike’ Tan respectively.
