HOUSE Deputy Speaker Jefferson F. Khonghun, representing the 1st District of Zambales, has introduced a groundbreaking House Bill that establishes a comprehensive national framework for the early detection, intervention, lifelong care, and full societal inclusion of persons with Autism Spectrum Disorder (ASD) in the Philippines.
“Persons with autism and their families deserve a society that supports them from the earliest signs through every stage of life,” said Deputy Speaker Khonghun. “This bill institutionalizes early detection, evidence-based interventions, inclusive education, equal employment opportunities, and robust community-based support—paving the way from diagnosis to dignified, independent, and meaningful participation in Philippine society.”
National Autism Care, Support, and Inclusion Act – the proposed legislation formally recognizes persons with ASD as individuals with disabilities entitled to the full protection of their rights, dignity, and inherent worth under Philippine law.
The bill mandates the creation and implementation of a National Plan of Action for Autism Spectrum Disorder, to be led by the National Council on Disability Affairs (NCDA) in close collaboration with relevant national government agencies, local government units, civil society organizations, autism self-advocates, parents’ groups, and other key stakeholders.
Key provisions of the bill include:
Early Detection and Screening — Integration of standardized ASD screening, referral, and diagnostic protocols into primary healthcare and maternal-child health programs under the Department of Health (DOH), including mandatory training for health professionals.
Health and Intervention Services — Progressive rollout of evidence-based therapies in public health facilities, supported by PhilHealth coverage and strengthened referral networks across all levels of care.
Inclusive Education — Enhancement of inclusive learning programs by the Department of Education (DepEd), Commission on Higher Education (CHED), and Technical Education and Skills Development Authority (TESDA), with provisions for reasonable accommodations, individualized education plans, and clear transition pathways to employment or independent living.
Employment and Livelihood — Promotion of equal employment opportunities, skills training, and supported employment models through the Department of Labor and Employment (DOLE), Civil Service Commission (CSC), and partnerships with the private sector.
Social Protection and Community Support — Integration into existing social welfare programs, along with family education, counseling, and responsive community-based services led by the Department of Social Welfare and Development (DSWD) and local government units.
Public Awareness and Advocacy — Sustained nationwide campaigns led by the NCDA to reduce stigma, promote understanding, and foster widespread acceptance and inclusion.
Prohibited Acts — Explicit prohibitions against discrimination or denial of rights in healthcare, education, employment, social participation, and other essential areas.
Deputy Speaker Khonghun emphasized the bill’s rights-based, whole-of-society approach: “Early and sustained support today leads to greater independence, contribution, and belonging tomorrow. This measure is about building a truly inclusive Philippines—one where no one is left behind.”
