DAGUPAN CITY, Pangasinan â THE Department of Health (DOH) â Ilocos Region and the City Government of Dagupan formalized a series of strategic partnerships that mark a major milestone in strengthening healthcare services for Dagupeño families during a grand ceremonial event attended by regional and local health leaders, aim to enhance maternal and child healthcare, expand primary health facilities, strengthen hospital referral networks, and improve digital health access across the city.Â
Among the agreements signed were:Â
· Memorandum of Agreement (MOA) between DOH CHD 1 and the City Government of Dagupan for the construction of the Dagupan City Maternal and Childrenâs Hospital, a specialized facility that will deliver comprehensive healthcare services for mothers, infants, and children with P200M allocation from the DOH Health Facilities Enhancement Program for 2026
· MOA for the Phase 2 construction of the Malued Super Family Health Center, which will further expand access to primary healthcare services and community-based medical care with P15M funded also from the 2026 HFEP
· Renewal of the MOA with Region 1 Medical Center (R1MC) recognizing the hospital as Dagupanâs Apex Hospital partner, strengthening referral systems within the local health care provider network.
· Renewal of the Telemedicine Services MOA with R1MC, expanding digital consultations and enabling residents to access specialist medical advice more conveniently.
· Tripartite Agreement among DOH CHD 1, PhilHealth, and the City Government of Dagupan to integrate the Universal Health Care Local Health System Maturity Framework, reinforcing the coordination and sustainability of the local health system.
Regional Director Paula Paz M. Sydiongco said the agreements represent a strategic investment in the regionâs health infrastructure and service delivery.
âThis collaboration underscores our shared commitment to bring quality healthcare closer to every family. Through these agreements, we are investing not only in infrastructure but also in systems that ensure mothers, children, and communities receive the care they deserve,â Sydiongco stated.
For Mayor Belen Fernandez of Dagupan City, the event was a major step forward for the health and well-being of Dagupeño families.
âThe long-cherished dream of having better healthcare services for our mothers and children is slowly becoming a reality. We are grateful for the continued support of DOH, PhilHealth, and our partners who share our vision for a healthier Dagupan,â Fernandez said.
The ceremonial MOA signing was held at the CSI Stadia in Dagupan City on March 12, 2026.
