THE House Committee on Welfare of Children chaired by BHW Party-list Rep. Angelica Natasha Co on Monday approved the unnumbered substitute bill to House Bills (HBs) 8306 and 1269, which seek to promote positive parenting in all settings.
Rep. Co, author of HB 8306, explained that the panel is pursuing the bill’s passage because of their belief “in the existence of positive and non-violent parenting methods that contribute to raising children, who are not only disciplined but also poised to become productive and effective members of the society.”
The panel also resolved to create a technical working group (TWG) to consolidate and harmonize the provisions of HBs 4591 and 5577, strengthening the Council for the Welfare of Children, and HBs 7196 and 8163, establishing the Philippine Commission on Children, an independent agency under the Office of the President. “As our society progresses, it is essential to build a sustainable agency that can adapt to the evolving needs of our children,” Rep. Co reasoned. Caloocan City Rep. Mary Mitzi Cajayon-Uy was designated to chair the TWG.
The panel also listened to the briefing of the Department of Social Welfare and Development (DSWD) on the implementation status of Republic Act 10821 or the “Children’s Emergency Relief and Protection Act.” DSWD Assistant Secretary Irene Dumlao reported that the Comprehensive Emergency Program for Children (CEPC) Manual of Operations was created to guide the establishment and operationalization of CEPC programs and services.
Department of Education (DepEd) Disaster Risk Reduction and Management Service (DRRMS) Director Christian Rivero assured the panel that the DepEd continues to ensure learning continuity and preparedness of the education sector, through measures such as the 1) adoption of blended learning, 2) integration of DRR and climate change adaptation in the curriculum, 3) conduct of annual contingency planning, 4) investment in capacity building, and mental health and psychosocial support services, and 5) regular conduct of fire and earthquake drills.
The resource persons were asked to submit their recommendations on how the implementation of RA 10821 may be improved.
