Local seafarers group issues appeal to Marcos

WHILE President Ferdinand R. Marcos Jr., had openly declared his intention to protect the jobs and welfare of the Filipino seafarers during his recent trip to Brussels, Belgium, a group of sailors appealed to the Chief Executive to look no further and check his own backyard, as foreign vessels employing foreign workers are being used in a reclamation project in Manila.

In a letter addressed to Labor Secretary Bienvenido Laguesma and Migrant Workers Secretary Susan “Toots” Ople, the Samahan Ng Nagkakaisang Marinong Pilipino (SNMP) said that they are fighting the same fight of President Marcos, and that is protecting the Filipino sailors wherever they may be.

“Kami po ay humanga sa inyong ipinakikitang pagmamahal sa aming mga mangagawa sa barko – kaming mga Marinong Pilipino. Labis ninyong ipinaglalaban ang aming karapatan mula sa: (1) pagsusulong ng Magna Carta for Seafarers; (2) pagpapatupad ng Maritime Labor Convention (MLC) sa Pilipinas; at (3) ang pagtiyak na hindi mawawalan ng trabaho ang mga Pilipinong  Marino dahil sa patuloy na kapabayaan ng MARINA na maisa-ayos ang mga findings ng EMSA bagay sa education and training ng mga marino,” the SNMP said in their two-page letter on December 15, 2022.

The group revealed that while there are many foreign vessels arriving and operating here in the Philippines, majority of the crew being employed are not Filipinos.

“Maraming mga banyagang barko ang dumating sa ating bansa. Hindi mga Pilipino ang may ari nito. Hindi rin mga Pilipino ang nagparating sa kanila dito. Ito ang mga barkong ginagamit ngayon sa reclamation sa Manila Bay,” SNMP said.

“Para magamit ang mga foreign vessels, ayon sa aming pagsasaliksik, ay kumukuha sila sa MARINA ng special permit o bareboat charter permit. Kung sila ay naka special permit, foreign flag pa rin ang barko at pwede pa rin na foreigners ang mga crew nito. Pero kung naka bareboat charter ang mga barko, dapat ay lahat Pilipino dapat ang crew. Pero hindi ito ang nangyayari,” they added.

SNMP questioned as to why foreign ships are being employed when there are many local ship owners.

“Talaga bang walang kapareho na barko o walang kakayahan ang mga local shipowners na magkaroon ng barkong kaparehong dinadala ng mga banyaga dito sa atin? Pwede ba nating hingan ng paliwanag ang balitang palusutan sa MARINA?” the group said.

“Napag-alaman po namin na karamihan sa ginagamit na barko sa reclamation ay naka-bareboat charter. Ibig sabihin dapat all Filipino Crew po ang mag mando ng barko. Pero hindi po ito ang nangyayari. Puro foreigners pa rin ang nagpapatakbo ng mga barkong ginagamit sa reclamation. Kung meron mang mga Pilipino ay panangga lang nila sa Philippine Coast Guard kung sasampahan ang kanilang barko during inspection,” they added, saying that both Marina and the Philippine Coast Guard should look into this.

The group said many Filipino Seafarers have decided to work here in the Philippines instead of abroad so that they can be closer to their family. 

But with the situation, they are hard pressed to stay.

“Paano naman kaming mga Marinong Pilipino na umaasang makakapagtrabaho sa barko kung hindi man sa abroad ay dito sa sariling atin? Lumiit na nga ang chance natin ng makasakay sa foreign vessels sa ibang bansa, pati ba naman dito sa Pilipinas ay aapihin pa rin tayo? Ang mga pailan-ilang kasama naming marino na kinuha nila para magtrabaho sa mga dredging vessels ay discriminated at mas mababa ang sweldo compared sa foreign crew,” they said.

SNMP also asked the PCG, Marina and DOLE to look conduct an inspection on the said boats.

“Humiling po kami sa inyo na mag-inspection po kayo ng mga barko na ginagamit dito sa reclamation para malaman po ninyo ang pang-aapi at panlalamang na ginagawa sa aming mga marinong Pilipino,” they said.

The group identified the ships being used by China Harbor Engineering Company as follows: MV LIANG KU 9; MV LIANG KU 99; SHEN ZHEN STAR; GUANG ZHOU STAR; MV ZHOU HAI STAR/ATAP; MV ZHU HAI STAR; SEASTRANS MARINER; KG 18; HENG DA 188; HONG FU 588 2009 BUILT; MV XIN YI 9577; AN DA KANG 689; HIONG FU 598; MV XIN YI; HONG FU 588; and HUA TAI LONG.

“Ang mga barko po na ito ay dapat ma-inspection para malaman ninyo ang iilang Pilipinong Marino na inaapi at sinasapawan ng mas maraming mga Chinese ganung hindi na dapat sila involve sa manning ng mga barkong ito,” they added.
