SPEAKER Ferdinand Martin G. Romualdez on Saturday reiterated the unwavering support of the House of Representatives for the Comprehensive Archipelagic Defense Concept under the administration of President Ferdinand R. Marcos Jr. amid increasingly aggressive actions by China in the West Philippine Sea.
In his historic keynote address at the 21st International Institute for Strategic Studies-Shangri-La Dialogue in Singapore, Marcos stressed that the Philippines remains committed to addressing and managing difficult issues through dialogue and diplomacy.
At the same time, Marcos said the Philippines will build its capabilities to protect its interest in its maritime domain and in the global commons, citing the country’s Comprehensive Archipelagic Defense Concept.
“The House of Representatives stands firmly behind President Marcos’ vision for a comprehensive archipelagic defense strategy. This is not merely a matter of policy but a solemn duty to uphold the integrity of our nation and the rights of our people,” Romualdez stated.
Romualdez, leader of the 300-plus members House of Representatives, emphasized the importance of a robust and unified defense strategy to protect the country’s sovereignty and maritime resources.
“We in the House are prepared to pass the necessary legislation and allocate resources that will fortify our archipelagic defense and ensure that our armed forces are well-equipped to meet any challenges. This is a collective effort that requires the full support of all branches of government,” he asserted.
He noted that the Comprehensive Archipelagic Defense Concept is aligned with international laws, including the 1982 United Nations Convention on the Law of the Sea (UNCLOS) and the 2016 Arbitral Award that recognized the Philippines’ maritime rights.
“In an era where the security landscape is rapidly evolving, it is imperative that we build a defense framework capable of addressing both traditional and non-traditional security threats. Our archipelagic nature demands a defense strategy that can effectively cover our extensive maritime domain,” Romualdez explained.
The Speaker reiterated the Philippines’ commitment to international law and peaceful resolution of disputes. He emphasized that the country’s stance in the West Philippine Sea is grounded on the legal framework provided by UNCLOS and reinforced by the 2016 Arbitral Award.
“We have defined our territory and maritime zones in accordance with international law, and we continue to advocate for the rule of law in resolving maritime disputes. Our legal and moral standing gives us the strength to defend our sovereign rights against any form of aggression,” he said.
Romualdez also highlighted the importance of diplomatic engagement and regional cooperation. He reaffirmed the Philippines’ support for ASEAN centrality and the pursuit of a substantive code of conduct in the South China Sea that aligns with international legal norms.
He also called for national unity in facing the challenges posed by external threats and urged all Filipinos to stand together in defense of the country’s sovereignty and territorial integrity.
“Our strength lies in our unity. As we navigate these turbulent waters, let us remember that the defense of our nation is a shared responsibility. We must all work together to protect what is rightfully ours and secure a peaceful and prosperous future for our children,” Romualdez said.
