THE House Committee on Appropriations approved on Wednesday the funding provisions for four priority measures on the Legislative Executive Development Advisory Council (LEDAC) agenda.
Among these priority bills was the substitute bill on the proposed “Revised Government Procurement Reform Act,” which had its relevant provisions approved without amendments.
House Committee on Revision of Laws Chairperson and Manila Rep. Edward Maceda emphasized the necessity of amending the two-decade-old legislation in order to enhance the government procurement system, to make it more efficient, cost-effective, transparent, sustainable, inclusive, and responsive.
Speaker Ferdinand Martin Romualdez is among the principal authors of the bill.
Likewise, the panel approved with amendments, the funding provision of HB 8525 or the proposed “Tatak Pinoy (Proudly Filipino) Act” authored by Rep. Stella Quimbo.
Other priority bills which had their funding provisions approved were the substitute bills on establishing a framework for blue economy; and on establishing the national framework for water resource management and creating the Department of Water Resources and the Water Regulatory Commission.
The panel also approved with amendments the appropriation provisions of the substitute bills on the 1) proposed Act institutionalizing the Department of Trade and Industry’s (DTI) Shared Services Facilities (SSF) Project for Micro, Small and Medium Enterprises (MSMEs), 2) HB 376 or the “Motor Vehicle Road User’s Tax Act,” 3) the Magna Carta for Taxpayers and 4) the substitute bill on measures providing for a more comprehensive Nursing Law.
The meeting was presided over by Committee Senior Vice-chairperson and Marikina City Rep. Stella Luz Quimbo. The committee is chaired by AKO BICOL Party-list Rep. Elizaldy Co.
