DAVAO CITY – FIRST Congressional District Representative Paolo Duterte released on Tuesday, January 7, his accomplishment report for 2024, covering activities and gains as a member of the House of Representatives.
Rep. Duterte led the distribution of 35,457 food packs with containers to identified beneficiaries, another 18,462 food packs, and 10,087 packed lunches as he aimed to improve the food supply of underserved communities.
His office served 232 solicitations, provided 243 wheelchairs and 40 tents to those in need, and contributed 58 roving motorcycles to barangays to strengthen community security. Rep. Duterte cited success in social services.
The lawmaker assisted 18,673 patients and 1,557 senior citizens at Southern Philippine Medical Center, 1,308 cancer patients, and 6,459 patients in private hospitals. He aided 1,542 people in dialysis and 1,959 families in burial.
Rep. Duterte extended assistance to 584 families, or 1,320 individuals, affected by fire incidents and 2,879 families, or 8,822 individuals, affected by flash floods. The assistance included basic necessities and relief to support their recovery.
He continues championing education by supporting students across academic levels and fields. Beneficiaries are 1,600 college scholars, 24 medicine post-graduates, and six post-graduates in law school, aiming to help them with their goals.
“Nahibalo ko nga daghan na ang ga-bati kaninyu sa kalisud sa panahon ug sa pag pan daug-daug kanato sa mga gahaman ngadto sa ka-ulohan. Mangayu ako og pasaylo kay limitado lamang ang tabang nga atong mapa-ambit kaninyu,” Rep. Duterte said.

Rep. Duterte recalled that during his father, Former President Rodrigo Duterte’s administration, such instances of selective service provision and blatant misuse of public funds in the country never occurred.
“Apan…, isip Dabawenyo, ako mohangyu sa inyung gamay nga pag antos kay sa dili madugay, ma undang lang gihapon kining hiwi nga pagpadagan sa atong gobyerno. Dili magdugay, mubalik ra sa normal ang tanan!” he said, as he thanked Davaoeños for their endless support.
(However, as a fellow Davaoeño, I appreciate your patience and understanding. In due time, this flawed governance will end, and it won’t be long before everything returns to normal.)
“Pinalangga namung Dabawenyo, sa maka-usa pa, sama sa kalalum sa akong pasalamat kaninyu, dili usab namu masukod ang among utang kabubot-on sa pagmahal ug pagsalig ninyu kanamo,” Rep. Duterte said.

Rep. Duterte introduced seven House Bills with significant proposals, including HB10744, which requires elected and appointed public officials, including the President, to undergo random drug testing using hair follicle tests every six months.
He filed HB10064, which protects Indigenous Peoples’ community’s intellectual rights; HB09999 for the greening, forest rehabilitation, and local climate change action at the barangay level; and Republic Act 11997 or The Kabalikat sa Pagtuturo Act.
The lawmaker also introduced House Resolution No. 01745, seeking a congressional probe into extrajudicial killings and human rights abuses in the country in the last 25 years, pointing out the need to revisit and scrutinize the circumstances behind the incidents.
Aside from legislation, Rep. Duterte took pride in the ongoing construction of the Davao Coastal Road and the 818-meter Maa–Magtuod Flyover projects, which the Department of Public Works and Highways–11 announced last year nearing completion of these projects.
Congressman Pulong, as he is affectionately known, is serving his second term in the HoR after being re-elected in the May 9, 2022, national elections. His re-election reflects his proven track record in public administration, having first assumed the position in May 2019.
Rep. Duterte said the accomplishment report is a testament to the First Congressional District Office’s efforts to serve their constituents and the people of Davao City and address their needs through comprehensive programs, legislative action, and strategic initiatives.
