THE Criminal Investigation and Detection Group ( CIDG) Southern Metro Manila District Field Unit conducted an entrapment operation on MArch 17 , 2025 in Brgy. 076, Pasay City that led to the arrest of three Chinese nationals involved in swindling and fraud and obstruction of justice.
CIDG Director PMGen Nicolas Torre III identified the suspects as Changao, Yong, and Ming, all Chinese nationals and residents of Pasay City.
The operation stemmed from the complaint that Changao with intent to gain and defraud, misrepresented himself to be well connected with the Presidential Anti-Organized Crime Commission (PAOCC) and can facilitate the release of his friend who was detained at PAOCC’s custodial facility since January 2025, in exchange of Php 5million pesos.
Despite receiving the PhP 5 million pesos Changao failed to fulfill his promise of facilitating the release, instead demanded an additional Php 2.5 million pesos, allegedly to ease the process.
Verification with PAOCC revealed that Changao is not in anyway connected and associated with the Commission and his promise of facilitating release in exchange of money is a fraud. Thus, the operation, and subsequent arrest of the suspect.
During the arrest of Changao, his friends, Yong and Ming, both Chinese nationals interrupted and intervened in the operations by taking him away from the Team. The duo were arrested for obstruction of apprehension of criminal offender.
The arrested suspects were charged before the National Prosecution Service for violating Article 315 of the Revised Penal Code (Swindling or Estafa), and Presidential Decree No. 1829 (Obstruction of Justice).
