PWERSA ng Pilipinong Pandagat (PPP) Partylist Rep. Harold Duterte, in a landmark move as a neophyte lawmaker, yesterday introduced a measure that would strengthen the country’s fisheries sector and safeguard marine resources, especially in the local communities.
House Bill 2065, aims to create the Department of Fisheries and Aquatic Resources (DFAR) in lieu of the existing Bureau of Fiheries and Aquatic Resources (BFAR).
“The proposed measure will not only streamline the bureaucratic functions related to the fisheries and aquaculture industry, but also empower an independent government agency that will not only conserve, promote, and develop the industry but also champion the rights of the local Filipino fishermen,” Rep. Harold Duterte explained.
The DFAR’s primary task, he added, is to regulate, manage, conserve, and develop the country’s vast fisheries and aquatic resources, including archipelagic waters, inland waters, territorial seas, and the country’s Exclusive Economic Zone (EEZ).
The PPP Partylist representative further stated that
under HB 2065, the State commits to protect the rights of small-scale fishermen, promote sustainable aquaculture and fisheries development, and support private initiatives in fish production, processing, and trade.
The DFAR, he added, will also oversee blue economy initiatives such as biotechnology, seaweed farming, and marine ecosystem preservation.
“When passed into law, this measure would ensure food security, uplift the lives of our fisherfolk, and protect our marine ecosystems for future generations,” Davao City 1st District Rep. Paolo Duterte, one of the co-authors of the bill, said.
“It not only intends to protect the rights of small-scale fishermen in the preferential use of communal marine, fisheries, and aquatic resources but would also appropriate technical, financial, entrepreneurial, and other support services to uplift the lives of those dependent in the fish industry,” Davao City 2nd District Rep.
