HOUSE Committee on Metro Manila Development (CMMD) Chairperson and Caloocan 3rd District Representative Dean Asistio expressed full support for President Ferdinand R. Marcos Jr.’s plan to create an independent body to investigate alleged anomalies in flood control projects
Asistio believed that the executive order to be issued by Malacanang forming the independent commission will give face to the administration’s fight against corruption.
In an interview, Asistio said, “With full confidence, we support the intent of the President in forming the independent commission to be tasked to continue the investigation into the alleged flood control anomalies. With legal luminaries, investigators, prosecutors and other experts in various fields, the body will be able to unravel irregularities and recommend possible legal actions against personalities or entities who may be found liable in the courts of law.”
However, Asistio opined that the House of Representatives-led inquiry into the alleged anomalous flood control projects shall continue in aid of legislation.
The lawmaker said that it is imperative for the House to conduct inquiries in aid of legislation to gather information and to legislate effectively.
“The Tri-Committee on public accounts, public works, and good government and public accountability has separate and distinct mandate from that of the independent body to be created by the executive department. The kernel of the inquiry is to gather relevant information and legislate effectively; to determine whether or not there is a need for a new measure that will improve our existing laws. If we will not do this, we will be in dereliction of our public duty. But of course, we shall decide on the matter as a collegial body.” Asistio added.
In the end, the young legislator concurs that this is stark example of delicate balancing act as there is a need to avoid any conflict of interest and safeguard the integrity of the investigation. Nonetheless, he considers public trust as paramount.
