‘Workers Left Out?’ Solon slams Gov’t energy emergency plan as corporate-centered

KAMANGGAGAWA Partylist Representative Eli San Fernando today flagged the “glaring and dangerous omission of workers” in the government’s newly formed response framework following the declaration of a State of National Energy Emergency, calling it a corporate-centered response that completely ignores the welfare of the Filipino working class.

While the EO establishes the Unified Package for Livelihoods, Industry, Food, and Transport (UPLIFT) Committee to manage the fallout of the Middle East conflict, San Fernando noted that the Department of Labor and Employment (DOLE) is conspicuously absent from the list of member agencies.

“Nakakalimutan ata ng gobyerno na manggagawa ang pinaka-bulnerable sa krisis na ito. Sila dapat ang priority, hindi ang malalaking mga negosyo! Paano ka magkakaroon ng ‘whole-of-government’ response framework kung wala man lang ang DOLE? Binuo ang UPLIFT para sa industriya at pagkain, pero bakit parang hindi kasama sa usapan ang mga taong nagpapatakbo ng industriyang ‘yan?” San Fernando asked.

The lawmaker specifically questioned the silence of the labor department’s leadership amidst their apparent exclusion from the emergency committee.

“Nasaan si DOLE Secretary Benny Laguesma? Ngayon mas lalong kailangan ng mga manggagawa ng kakampi sa gobyerno. Wala bang say ang DOLE sa kawalan nila sa UPLIFT? Workers deserve a labor department that actively asserts their role in crisis management, not one that is silent while being sidelined,” San Fernando added.

San Fernando also raised the alarm for millions of workers who tend to fall through the cracks of traditional subsidy programs. He argued that the administration’s pro-business orientation prioritizes corporate supply chains while ignoring the “math of survival” for minimum wage and middle-income earners.

“Hindi pwedeng puro ayuda lang ang sagot. Paano naman yung mga manggagawa na walang natatanggap na ayuda pero sadsad na rin ang budget dahil sa taas ng bilihin? Ang ayuda ay panandalian lang, pero ang krisis sa enerhiya ay magtatagal na banta sa kabuhayan ng lahat.”

He added: “Hindi na ito nakakagulat dahil noon pa man, huli na sa listahan ng prayoridad ng administrasyong ito ang manggagawa. Pro-business ang oryentasyon ng gobyernong ito, kaya ang pinoprotektahan niya ay mga korporasyon, habang binabalewala ang mga minimum wage earners at middle-income families na nalulunod na sa krisis.”

The lawmaker further argued that while the government is busy monitoring the supply of goods, it is completely neglecting a crucial component of economic resilience: the long-term strengthening of the Filipino worker’s capacity to afford to live a decent life.

“Absent sa kahit anong proposed solution ng gobyernong ito ang long-term na pagpapalakas sa mga manggagawa para harapin ang krisis, at hindi magagawa ‘yan kung wala sa usapin ang sahod. Hindi pwedeng supply ng enerhiya at presyo lang ang binabantayan niyo habang ang sahod ay nananatiling nakapako sa lupa,” the lawmaker explained.

“Ibigay na ang national minimum wage at ang ₱200 wage increase. Ito ang tunay na ‘uplift’ na kailangan ng bayan, hindi ang mga komiteng puro plano lang pero walang nagagawa para sa sikmura ng manggagawa,” San Fernando concluded.
