THE relevance of legislative inquiries in aid of legislation was the topic discussed during Thursday’s CAD Talks.
Service Director Atty. Ma. Victoria Castillon of the Committee Affairs Department (CAD) facilitated the discussions, which explained how this type of inquiry provides lawmakers with a comprehensive understanding of issues, which ultimately ensure that bills and laws are well-researched and relevant.
Castillon detailed the requisites in the conduct of a congressional inquiry, and the different regulations of the House of Representatives that are relevant to inquiries conducted in aid of legislation.
She also explained away the rights and responsibilities of witnesses and individuals affected by the hearing, as well as the expressed and implied powers involved in inquiries conducted in aid of legislation.
Castillon emphasized the importance of committee affairs secretariat to be familiar with these standards to ensure that the process is uniform and fair, which is crucial for upholding the integrity of the legislative inquiry.
Moreover, these regulations serve to prevent any potential misuse or abuse of the investigation procedure, thereby safeguarding the interests of all parties concerned.
CAD committee secretaries Atty. Sheryl Lagrosas and Atty. James Francis Cancio agreed, stressing that secretariat staff should be well-versed on the procedural norms necessary in this type of legislative investigation.
“Kaya nga the rules are your bible, more so, your internal rules. The internal rules, we mean — directives. Sundin niyo ‘yong internal rules ng committee ninyo,” Lagrosas said.
Lagrosa explained that these rules are crucial in avoiding procedural errors and they help maintain the integrity of the legislative inquiry and reinforce public trust in the legislative process.
