DEPARTMENT of Health (DOH) – Ilocos Region and the Bureau of Fire Protection Regional Office 1 (BFP-RO1) led by Regional Directors Helen D. Tobias and FCSupt Antonio N. Razal, Jr., respectively, signed a Memorandum of Agreement (MOA) to strengthen the protection, management, and responsible use of health data through iClinicSys for a more secure and digitally enabled medical records on August 18, 2026 at the BFP Regional Office in Sto. Tomas, La Union.
The MOA requires both parties to implement appropriate organizational, physical, and technical security measures to protect health data and maintain its confidentiality, integrity, and availability.
Regional Director Helen D. Tobias said that the partnership underscores a shared commitment to making digital health services not only more efficient and accessible, but also secure, confidential, and trustworthy.
“With iClinicSys, we are not simply going digital—we are making healthcare more connected, responsive, and ready to serve our people. This commitment will strengthen our ability to use timely and reliable health information, particularly when every second matters in emergencies. This is digital transformation with one clear purpose: saving lives and improving public service.”
The iClinicSys is a free DOH-developed electronic medical record system used by primary care facilities (rural health units, health centers, barangay health stations) and now also by National Government Agency Clinics. It automates service delivery, strengthens patient monitoring, and serves as the standard electronic medical record (EMR) model for DOH reporting, eKonsulta/YAKAP, and other eHealth initiatives. Its goal is to enhance community health care through better information sharing and ensure accurate, complete, and timely health data.
BFP Regional Director Razal expressed his gratitude by saying that the MOA is more than electronic upgrade but also a step toward providing their personnel with an efficient, organized and accessible electronic medical records system that can be readily available when needed.

For both parties, the MOA reinforces a simple but important principle, that health data is personal—and protecting it is part of protecting patients.
The partnership reflects the continuing commitment of both parties to harness digital technology while upholding every individual’s right to privacy.
