A NEW era of service, leadership, and community engagement begins for the 3rd Civil-Military Operations (CMO) Company, “TINIG-BAYAN,” as First Lieutenant Noemi M. Mendez officially assumes command, carrying with her a commitment to integrity, professionalism, and compassionate leadership.
During the turnover ceremony, Battalion Commander LTC Jeoffrey G. Braganza emphasized that the occasion represents not only a transfer of authority but also the continued pursuit of the company’s mission of serving communities and strengthening the bond between the military and the people.
LTC Braganza highlighted the qualifications and dedication of 1Lt Mendez, who has served for two years with the 15th Civil-Military Operations Battalion.
Her previous assignments include serving as Platoon Leader of the 3rd CMO Company in Basilan, Acting Commanding Officer of the 1st CMO Company in Sulu, Personnel Officer, Battalion Adjutant, and Social Media Officer.
The Battalion Commander expressed his confidence in Mendez’s ability to lead the unit, noting that her command philosophy is anchored on R.I.S.E. — Respect, Integrity, Sense of Urgency, and Empathy.
“These values will guide the company in maintaining discipline, professionalism, and a culture where every member is valued and empowered,” Barganza said.
He added that under her leadership, the 3rd CMO Company will further intensify its Civil-Military Operations initiatives, creating meaningful impacts in communities, strengthening partnerships, and preserving the trust and confidence of the Filipino people.
Braganza also called on every member of the TINIG-BAYAN Company to support their new commander through open communication, teamwork, and mutual respect, stressing that the unit’s greatest strength lies in its unity and collective commitment to the mission.
For her part, 1Lt Mendez reaffirmed her commitment to lead with humility and a willingness to learn from the experience and wisdom of the soldiers under her command.
Despite being a young officer with five years in military service, she acknowledged the invaluable contributions of seasoned personnel and emphasized the importance of collaboration and professional growth.
She vowed to provide opportunities for skills enhancement and empowerment among the troops, believing that every soldier plays an essential role in the success of the company.
Meanwhile, outgoing Company Commander Captain Jayson Sanquil expressed his heartfelt gratitude to the officers and personnel of the 3rd CMO Company for their unwavering loyalty, dedication, and sacrifices throughout his tenure.
He praised the troops for their commitment and resilience in carrying out missions even under difficult circumstances and expressed confidence that they would extend the same support and dedication to their new commander.
Although bidding farewell to the unit was an emotional moment, Captain Sanquil said he leaves with pride, knowing that the spirit, professionalism, and traditions of the TINIG-BAYAN Company will continue to flourish under new leadership.
The turnover ceremony not only marked a change in command but also symbolized the continuity of service, excellence, and commitment among the men and women of the 3rd CMO Company as they move forward with integrity, unity, and purpose.
