NEW NAIA Infra Corp. (NNIC) and Philippine Airlines (PAL) have signed an Airport Use Agreement (AUA) establishing a standardized operating framework for the flag carrier at Ninoy Aquino International Airport (NAIA).
The agreement sets performance standards and key performance indicators for PAL operations, with the aim of improving efficiency, coordination and service reliability at the country’s main gateway.
NNIC said the PAL agreement will serve as a template for similar arrangements with other airlines operating at NAIA.
The AUA covers PAL’s use of airport facilities and infrastructure and defines the respective responsibilities of the airline and airport operator. It also includes mechanisms to address persistent failures to meet agreed service standards.
“This agreement gives us a clearer framework for setting expectations, measuring performance and working together to maintain consistent service standards,” NNIC President and CEO Ramon S. Ang said.
PAL Holdings President and COO Lucio Tan III described the agreement as a positive development for both PAL and NNIC, saying it supports NAIA’s modernization and efforts to improve the passenger experience.
NNIC said clearer performance requirements would strengthen accountability across critical airport operations, including check-in, boarding, baggage handling, ramp services and aircraft turnaround.
The airport operator is also adopting similar operating requirements in agreements with ground handlers and other service providers performing critical functions at NAIA.
NNIC took over NAIA operations in September 2024 under its concession agreement with the government. Since then, it has been undertaking upgrades to terminal facilities, airport systems, airfield infrastructure and passenger amenities while addressing long-standing capacity and operational constraints.
The new agreements expand NAIA’s modernization efforts beyond physical infrastructure by establishing clearer standards and coordination among airlines, service providers and the airport operator.
