Pagpapatupad ng Free WiFi Law muling isinusulong ni Bam Aquino

WALONG taon na mula nang naisabatas ang Republic Act 10929 o ang Free Internet Access in Public Places Act, ngunit hanggang ngayon ay hindi pa rin lubos na napakikinabangan ng mga estudyante at guro ang mga pangakong benepisyo ng batas, ayon kay Senador Bam Aquino.

Sa kanyang privilege speech, nagpahayag ng pangamba si Aquino sa kawalan ng koneksyon sa mga paaralan, sa pagsasabing nasa 12,000 pampublikong paaralan sa buong bansa ang wala pang internet. Nagbabala siya na ang kawalan ng libreng WiFi lalo na sa malalayong lugar ay nag-aalis ng pantay na oportunidad sa pag-aaral at nagdudulot pa ng dagdag gastos sa mga pamilya.

“Ayon sa DepEd, 12,000 na paaralan ay wala pang connection sa internet. Sa ating komite on Science and Technology, malalaman po natin kung ano ang plano para punan ito at kung tama ang numerong ito,” wika ni Aquino, chairperson ng Committees on Basic Education at Science and Technology.

“Para sa mga estudyanteng walang connection sa bahay, karagdagang problema at gastos pa po sa kanila at sa kanilang magulang itong pagkukulang ng internet sa kanilang eskuwelahan. Uulitin ko po: mahalaga at napakahalaga, ng internet connection sa paaralan. 2025 na po at hindi pwedeng offline ang bayan at ating kabataan,” dagdag pa niya.

Si Aquino ang nanguna sa pagpasa ng RA 10929 noong 2017 bilang principal sponsor at co-author sa panahon niya bilang chairman ng Committee on Science and Technology.

Binigyang-diin ng senador na mahalaga ang ganap na pagpapatupad ng batas para maisulong din ang kanyang panukalang E-Textbook Para Sa Lahat Act, na layong gawing digital at libre ang lahat ng aprubadong libro ng DepEd sa official platforms.

Nangako rin si Aquino na gagampanan ang oversight function bilang chairperson ng Committee on Science and Technology para matiyak ang ganap at maayos na pagpapatupad ng batas.

Ayon kay Aquino, bagama’t halos ₱18 bilyon ang inilaan ng pamahalaan para sa programa mula 2018 hanggang 2024, nasa 18,000 sites pa lamang ang na-activate — at 2,950 lamang dito ang nasa pampublikong paaralan.

“Malalaman po natin ang mga numerong ito, mahihimay po natin ito, at malalaman po natin ang proseso ng DepEd at ang DICT, pati na rin ang mga balakid sa pagpapatayo ng free WiFi sites sa mga paaralan. Ang pangunahing tanong: Kailan po natin makukumpleto ang pag-connect sa public schools natin sa internet?” diin ni Aquino.

Binanggit din ng senador na makatutulong ang ganap na pagpapatupad ng Free WiFi Law upang mabawasan ang bigat ng gastos sa internet ng maraming Pilipino. Ayon sa kanya, umaabot sa ₱1,069 kada buwan ang ginagastos ng bawat pamilya para sa internet, isa sa pinakamataas sa ASEAN pagdating sa affordability.

“Sa kasalukuyan, around 20 million Filipinos still cannot afford regular internet access. At marami sa ating kababayan ay nakaka-connect sa internet gamit ang Piso WiFi. Pero tulad ng ibang mga tingi-tinging bilihin, mas malaki ang gastos po sa dulo,” wika pa niya.

Ipinangako rin ni Aquino na sisilipin ang hindi tugmang target ng DICT para sa WiFi access points, at lilinawin ang kaibahan ng “sites” at “access,” pati na rin ang mga usapin sa bilis, reliability, at maintenance ng mga itinayong free WiFi sites.

Nakakuha naman ng suporta mula sa mayorya at minorya ang panawagan ni Aquino, kung saan nagpahayag ng pakikiisa sina Senador Robinhood Padilla at Senador Loren Legarda sa kanyang layunin.

“Gusto ko lang magpahayag ng aking isandaang porsiyentong suporta kay Senator Bam Aquino upang matiyak ang maayos na pagpapatupad ng Free WiFi Law. Sa panahon ngayon, ang internet ay isa na ring pangangailangan, lalo na para sa ating mga kabataan na umaasa rito para sa kanilang edukasyon,” wika ni Padilla.

“Ang libreng access sa mga pampublikong paaralan, tanggapan at iba pa ay tunay na makakatulong sa paghubog ng mas maalam at mas handa at mas produktibong mamamayan,” dugtong pa niya.

“I am one with you first in knowing why there is a slow implementation of the law. Is it just funding or something else? Second, I’d like to know also where the P18 billion went and how much would it cost for all DepEd schools, SUCs, ports, airports, terminals, bus terminals, and public hospitals, and even town plazas and parks,” ani Legarda.
