AT least 23 tricycle drivers were apprehended as the Land Transportation Office (LTO), in coordination with the local government unit of Quezon City, started implementing the โNo Plate, No Travelโ policy for all tricycles in the City on Monday, July 1.ย
Reports reaching the LTO Central Office revealed that in the first hours of the implementation, a total of 16 drivers were apprehended after their tricycles were found to be unregistered.
A total of five more tricycles were apprehended for operating the motor vehicle with no license plate while two others were apprehended for driving without driverโs license.
LTO Chief, Assistant Secretary Atty. Vigor D. Mendoza II said the implementation of the policy was consulted with and was agreed upon not only by the Quezon City government but also the leaders and members of various Tricycle Operators and Drivers Association (TODA).

โThis is also in line with the instruction of Department of Transportation Secretary Jaime J. Bautista to ensure the safety of all road users, especially the commuters who depend on tricycles as a mode of transport on their way to and from their offices and schools,โ he added.
During the first day of the implementation, TODA leader and members in Quezon City were elated that an aggressive campaign is now being launched agaist colorum tricycles that are affecting the income of legitimate drivers and operators.
Based on the policy stipulated in the memorandum signed by Assec Mendoza, โall tricycles must display valid and authorized licensed plates at all times while plying the road.โ
The license plates, according to Assec Mendoza, โmust be clearly visible and properly attached to the tricycles.
Assec Mendoza said a sufficient number of LTO personnel and QC traffic enforcers will be deployed in strategic areas in Quezon City to implement the policy.
It was recalled that the โNo Plate, No Travelโ was agreed to be implemented by the QC government and TODAs after the LTO was able to address the backlog on license plates for all tricycles being used as public transportation in Quezon City through the distribution of almost 3,000 license plates several weeks ago.
โAny tricycle found operating without a valid license plate shall be apprehended, while appropriate legal actions and penalties in accordance with existing laws and regulations shall be imposed,โ the LTO memorandum read.
โTuloy-tuloy na ang implementation nito sa buong Quezon City and in soon, this will be replicated nationwide,โ he added.
