HOUSE Speaker Martin Romualdez today welcomed the assurance from newly appointed U.S. Secretary of State Marco Rubio that the United State sunder President Donald Trump’s leadership, will maintain its “ironclad” commitment to the Philippines.
He said Secretary Rubio’s statement, made during his first call with Philippine Foreign Secretary Enrique Manalo on Thursday, underscores the strength of the U.S.-Philippine alliance, a cornerstone of peace and stability in the Indo-Pacific.
“Secretary Rubio’s affirmation clearly demonstrates the United States’ enduring commitment to our partnership. This reassurance comes at a crucial time when our shared values and mutual interests face serious challenges in the region,” Speaker Romualdez said.
Fostering diplomatic solutions in the West Philippine Sea
Speaker Romualdez said Secretary Rubio’s assurance is timely as tensions continue to rise in the West Philippine Sea, particularly the recent presence of a large China Coast Guard vessel near Philippine territorial waters.
As this developed, the Philippines conducted joint naval drills with the U.S. aircraft carrier USS Carl Vinson, underscoring the importance of strategic defense cooperation.
Despite the continuing tension, Speaker Romualdez emphasized that diplomacy must remain the primary path to resolving disputes in the West Philippine Sea.
He expressed confidence that President Trump’s history of fostering dialogue with nations historically at odds with the United States would lead the way to peaceful dispute resolutions and mutual benefit of all parties.
“President Trump has demonstrated an ability to bring adversaries to the negotiating table, paving the way for meaningful dialogue and constructive solutions. This approach offers hope that tensions in the West Philippine Sea can be addressed peacefully, with respect for international law and mutual cooperation,” Speaker Romualdez said.
While acknowledging the need for strong alliances, Speaker Romualdez reaffirmed the Philippines’ adherence to an independent foreign policy.
“Our focus remains on safeguarding our sovereignty and securing the welfare of our people. At the same time, we recognize the importance of working with allies who uphold the rule of law and respect international norms,” he stressed.
The Leyte First District representative stressed the importance of multilateral engagement in resolving the disputes.
“Through inclusive discussions and adherence to the 2016 arbitral ruling, we can build a foundation for lasting peace and stability in the Indo-Pacific,” he noted.
Strengthening legislative collaboration
Speaker Romualdez also highlighted the importance of legislative collaboration in addressing shared challenges between the Philippines and the United States.
He proposed initiating bilateral legislative talks with US lawmakers to focus on defense cooperation, trade opportunities, environmental sustainability, and regional security frameworks.
“Legislative bodies play a critical role in shaping policies that protect our nations and promote mutual prosperity. The Philippine Congress is ready to work closely with its U.S. counterparts to advance initiatives that benefit our people and strengthen regional stability,” Speaker Romualdez said.
He said this initiative aligns with President Ferdinand Marcos Jr.’s recent reaffirmation of the PH-US alliance, emphasizing that the partnership remains a vital pillar of Philippine security and a key driver of peace in the region.
“The alliance between our two nations is not just a matter of historical ties—it is a strategic necessity in facing the complex challenges of our time,” Marcos said in a recent statement.
Speaker Romualdez also underscored the value of legislative diplomacy in fostering trust and understanding between nations.
“Bilateral legislative talks provide an opportunity to bridge gaps and create frameworks for sustainable cooperation. By working together, we can develop innovative solutions to pressing global issues,” he said.
A shared vision for peace and mutual respect
Amid growing regional tensions, Speaker Romualdez expressed optimism that the Trump administration’s diplomatic efforts, led by Secretary Rubio, could lead to a peaceful resolution of disputes. He reiterated the Philippine government’s preference for dialogue and constructive engagement over confrontation.
“The challenges we face today demand collective action and a renewed commitment to diplomacy. Wars must always be the last resort, and nations must prioritize mutual respect, understanding, and collaboration,” he stated.
“As we navigate these uncertain times, let us work together to create a world where diplomacy prevails over division, dialogue triumphs over discord, and partnerships are built on mutual trust and shared aspirations. The Philippines stands ready to contribute to this global peace and stability vision,” Speaker Romualdez said.
