Puerto Princesa City – A TOTAL of fifteen female persons deprived of liberty (PDLs) at the Bureau of Jail Management and Penology (BJMP)-Puerto Princesa City Jail Female Dormitory will be participating in a short-term employment initiative under the Department of Labor and Employment’s (DOLE) Tulong Panghanapbuhay sa Ating Disadvantaged/Displaced Workers (TUPAD) program.
According to BJMP MIMAROPA Information Officer and Jail Officer 3 Joefrie Anglo, the beneficiaries have been given tasked under the TUPAD program, including basic facility maintenance wherein each participant will receive ₱430 per day—the current regional minimum wage in MIMAROPA—for a total of 10 working days, amounting to ₱4,300.
She added that the project also integrates skills training in cooking, aimed at developing sustainable livelihood opportunities for the women.
“Magsisimula ang programa sa May 2, 2025 and it is expected to support the ongoing livelihood programs inside the facility. This initiative reflects BJMP’s broader push for gender-responsive and restorative programs,” Anglo emphasized.
“Female PDLs, many of whom are primary caregivers, face unique challenges in incarceration, making livelihood training a crucial component of their rehabilitation.,” she narrated.
The TUPAD is a flagship program of the Department of Labor and Employment (DOLE) that provides emergency employment to displaced, underemployed, and seasonal workers and been extended to vulnerable sectors, including PDLs.
This localized TUPAD rollout is a collaboration between DOLE and BJMP, with support from local government units and community partners. Officials hope that through continuous support and practical training, female PDLs can develop the confidence and skills necessary to rebuild their lives post-incarceration.
