THE Department of Labor and Employment (DOLE) CALABARZON has launched the TUPAD Biometrics Integrated Online System (BIOS), a digital platform designed to make the implementation of the Tulong Panghanapbuhay sa Ating Disadvantaged/Displaced Workers (TUPAD) program faster, easier, and more efficient for both beneficiaries and implementers.
In a press release from DOLE Calabarzon, Regional Director Erwin Aquino said the launch of TUPAD BIOS represents another significant step in the agency’s efforts to transform public service delivery through innovation and digitalization.
“The system strengthens beneficiary validation, improves monitoring mechanisms, minimizes duplication, and enhances program integrity,” Aquino said.
He also emphasized that the innovation would help ensure government assistance reaches qualified beneficiaries efficiently while promoting transparency and accountability in program implementation.
Developed as a major innovation initiative of DOLE CALABARZON, TUPAD BIOS utilizes biometric technology to automate beneficiary verification, attendance monitoring, and records management.
The centralized platform is expected to reduce manual paperwork, minimize encoding errors, prevent duplication of records, and strengthen monitoring mechanisms to ensure the integrity of the program.
The launch program featured an overview of the system, the unveiling of the official TUPAD BIOS logo, and a live demonstration involving TUPAD beneficiaries who experienced the biometric-based registration and validation process firsthand.
One of the TUPAD beneficiaries, Aileen Geli of Cabuyao City, Laguna, welcomed the innovation, citing its convenience and efficiency, as she shared her positive experience using the system.
“Napakabilis po ng proseso. Nakapag-register po kami agad at lumabas kaagad ang impormasyon namin sa system,” Geli said.
TUPAD, one of the flagship emergency employment programs of DOLE, provides temporary wage employment to disadvantaged, displaced, and seasonal workers.
The initiative also supports the directive of President Ferdinand Marcos Jr. to continuously improve government service delivery through innovation, efficiency, and responsive programs that directly benefit Filipino workers and their communities.
