Bill granting franchise to new power distributor in Camsur Ok’d

THE House Committee on Legislative Franchises chaired by Parañaque City Rep. Gus Tambunting on Tuesday approved House Bill (HB) 1084 seeking to grant the Bicol Light and Power Corporation a franchise to construct, install, establish, operate, own, manage and maintain a power distribution system in several areas in Camarines Sur. 

The panel approved the bill at the urging of Camarines Sur Rep. Luis Raymund Villafuerte Jr., who said that the bill has already been filed and approved in the 17th and 18th Congresses. 

According to Villafuerte, the power distribution in the province provided by the Camarines Sur III Electric Cooperative, Inc. (CASURECO III) has been unstable for quite some time. 

“Kami po ang nilalapitan ng mga stakeholders, consumers due to the inefficiency of the current (electric cooperative) franchise holder,” he said. 

Villafuerte pointed out CASURECO III has been tagged delinquent cooperative with the highest unremitted universal charge collections, at P66.281 million, based on a list posted at the website of the Department of Finance.

He added that there is no legal prohibition against another franchise being awarded in the same area. 

Camarines Sur Reps. Miguel Luis Villafuerte and Tsuyoshi Anthony Horibata are co-authors of HB 1084.

The panel during their meeting also approved the committee reports of house measures granting new power distribution franchises. These are HBs 8897 or the Act Granting Franchise to the First Catanduanes Electric Cooperative Incorporated; 6484, which seeks franchise for First Laguna Electric Cooperative, Inc. (FLECO); as well as 9551 and 9577, both seeking to grant franchise for Aklan Electric Cooperative.
