
THE House of Representatives on Wednesday approved House Bill 10403 or the “National Aviation Academy of the Philippines Charter Act” on second reading.
Under the measure, the Philippine State College of Aeronautics (PhilSCA) will be designated as the national professional institution for aviation studies. Moreover, PhilSCA will also be renamed to National Aviation Academy of the Philippines (NAAP).
HB 10403 also aims to develop aviation leaders in the Philippine aviation and aerospace industry by establishing NAAP as the premier training center, offering skills training and development, and promoting collaboration with colleges and universities that offer aviation programs.
Authors of the measure include Kabayan Party-list Rep. Ron Salo, Bohol Rep. Edgar Chatto, Nueva Ecija Rep. Mikaela Angela Suansing, among others.
HB 10251 or the act allowing the appointment of faculty, researchers and administrators with dual citizenship in public Higher Education Institutions (HEIs), was also approved on second reading.
The measure will amend Section 5 of Republic Act 9225 or the “Citizenship Retention and Reacquisition Act of 2003.”
The bill aims to address shortages of qualified professionals in public HEIs by allowing them to hire the best applicants to enhance global competitiveness and rankings.
It also seeks to develop a research culture and productivity on a global scale and address skill gaps in certain disciplines for national growth.
The measure is authored by Committee on Higher and Technical Education chairperson and Baguio City Rep. Mark Go, Northern Samar Rep. Paul Ruiz Daza and Batangas Rep. Eric Buhain.
The House also adopted House Resolution 1798 congratulating and commending Filipino boxers Nesthy Petecio, Hergie Bacdayan, Rogen Ladon and Aira Villegas for winning gold medals during the 2024 Boxam International Tournament.
