DEPARTMENT of the Interior and Local Government (DILG) Secretary Jonvic Remulla on Tuesday said President Ferdinand R. Marcos, Jr. ordered the reversion of the budget of the Information and Technology programs of the Philippine National Police (PNP) and the removal of the additional P500-million intelligence funds of the PNP.
This was announced by Secretary Remulla during a press briefing in Malacañang organized by the Presidential Communications Office after his meeting with the President on DILG priority programs this year.
The DILG Chief said they found variances in the agency’s line item budgets in the 2025 General Appropriations Act compared to the 2025 National Expenditure Program (NEP) which included budget cuts in the PNP IT program and the inserted P500M intelligence funds of the police force.
The PNP IT projects include the Enhancement of the National Police Clearance System; Establishment of the Safe Camp Security System; and the PNP Drug-Related Data Integration and Generation System.
Remulla cited PBBM’s veto message which will make the reprogramming of funds possible following the NEP as these “will have corresponding effects on the outputs and the outcomes of the agencies concerned.”
“I would like to thank the President for his support for the budget of the DILG. Nakita niya ang rationalization na kailangan as according to the NEP at ang pagtatanggal ng budget na hindi naman kailangan sa hanay ng pulisya, BFP at mga ahensya ng DILG,” he said.
He said the freed up funds will be reallocated for the Integrated National 911 Emergency Response System, which will be implemented through a rigorous bidding process in a fully audited system.
He said he plans to launch the integrated 911 Emergency Response system by June in the Greater Metro Manila area, Cebu and Mindanao, and in each region every month thereafter.
