
MIGRANT Workers Secretary Hans Leo J. Cacdac vows to pursue their own investigation until the truth about the disappearance of seafarer Ralph Bobiles is uncovered, while continuing to provide the necessary support to his family here in the Philippines.
Secretary Cacdac said that based on the implementing rules and regulations (IRR) of the Magna Carta for Seafarers, the DMW is required to conduct investigation and provide sufficient information to the “next of kin (NOK)” of the seafarers involved in abandonment and disappearance, even in death situations.
“Dito sa IRR we are so specific as to mention missing or disappeared seafarers. So as a result of this, may process tayo such as calling for the seafarers to conduct our own investigation on our side,” said Secretary Cacdac while noting that a more detailed guidelines is set to be released.
It can be recalled that Ralph Anthony Bobiles was reported missing on December 5, 2024. According to the initial report that reached DMW, Bobiles jumped overboard around three to four days after their Panamanian flagged ship sailed from Vera Cruz, Mexico enroute to Baltimore, USA.
“We received the captain’s report and we are not satisfied with the report. It was belatedly submitted and basically tells the story of no foul play without adequate proof,” Secretary Cacdac remarked.
Additionally, the Secretary noted that there was no search and rescue activity that was done by the ship captain after Bobiles allegedly jumped. Currently, the body of Bobiles is still missing.
With the DMW’s investigation rolling, Secretary Cacdac said that they have already interviewed 11 of the 19 seafarers on board the ship and will interview eight more. They are also awaiting for the Panamanian Flag State authorities report and have already coordinated with the posts in the United States and the ship owners.
The DMW also assures the family of Bobiles that the Department will help them in their ordeal and will push through with their investigations.
