THE Department of Health (DOH) – Ilocos Region and the Bureau of Jail Management Penology (BJMP) – Region 1 represented by Regional Directors Dr. Paula Paz M. Sydiongco and JSSupt. Florante D. Nisperos, respectively, today signed a “Memorandum of Agreement” to strengthen the government’s policy for a drug-free workplace and facility and support the on-going campaign against illegal drugs.
Under the MOA, the DOH shall conduct quarterly drug testing of all BJMP personnel of the regional office and its jail facilities including at least twenty percent (20%) of the PDL (persons deprived of liberty) population.
It also states that DOH shall support the anti-drug free advocacies of BJMP by conducting anti-drug related health lectures and trainings including technical assistance for its personnel.
Director Sydiongco stated that having a drug-free workplace is important for the safety and wellness of employees at work. “Educating people on the effects of substance abuse counteract many of the misconceptions about drug and alcohol use.”
“And a drug-free workplace reduces work related accidents and risks, lessens employee liability, and enhances the agency of office’s reputation.”
The BJMP recognizes the ill effects of dangerous drugs in its personnel and has mandated the establishment of a drug-free workplace policy that prohibits its use inside and outside the office premises by all Jail Bureau personnel.
A total of 110 BJMP personnel has undergone the mandatory drug testing conducted by DOH personnel.
“I encourage everyone to continue to ensure a safe and healthy workplace environment free from dangerous drugs in all your offices and jails and sustain the promotion of drug-free awareness program,” Sydiongco emphasized.
The MOA signing ceremony was held at the BJMP Regional Office 1 at Camp Florendo, Brgy, Parian, City of San Fernando, La Union.
