THE Department of Health (DOH) – Ilocos Region proudly congratulates the DOH-Drug Treatment and Rehabilitation Center (DTRC) Dagupan for receiving national recognition from the Philippine Drug Enforcement Agency (PDEA) for its outstanding contribution to the successful implementation of the Enhanced Philippine Anti-Illegal Drug Strategy (EPADS).
The national award was the first to be given to a TRC and was presented during the 24th Anniversary Celebration of the Philippine Drug Enforcement Agency on July 2, 2026, at Camp Aguinaldo, Quezon City. It was received by DTRC Medical Center Chief II Rosalina N. Caoile together with Mr. Raymund T. Basbas, Chief Administrative Officer, alongside other distinguished national and international awardees.
Expressing her gratitude, Dr. Rosalina N. Caoile dedicated the recognition to the entire DTRC Dagupan workforce and its partner agencies.
“This recognition is a shared achievement of every member of the DTRC Dagupan family and our partners who have remained steadfast in our mission of restoring lives through quality treatment and rehabilitation. It inspires us to continue delivering compassionate, evidence-based, and patient-centered care while strengthening our collaboration with PDEA, local government units, and our stakeholders. More than an award, this recognition reminds us that recovery is possible and that every person struggling with substance use disorder deserves hope, dignity, and a second chance.”
The recognition affirms DTRC Dagupan’s vital role as one of the country’s leading government rehabilitation facilities, demonstrating that the fight against illegal drugs is strengthened not only through law enforcement but also through accessible, compassionate, and evidence-based treatment and rehabilitation services.
Throughout the past year, DTRC Dagupan worked closely with PDEA in implementing community drug awareness campaigns, supporting barangay drug-clearing initiatives, strengthening inter-agency coordination, advancing rehabilitation advocacy, and providing comprehensive treatment and recovery services for persons with substance use disorders. These collaborative efforts have reinforced prevention programs, supported lasting recovery, and helped build healthier and safer communities.
DOH Ilocos Regional Director Helen D. Tobias commended the Center for bringing pride not only to the Ilocos Region but to the entire Department of Health.

The DOH – Ilocos Region likewise recognized its enduring partnership with PDEA and other government agencies, underscoring the importance of a whole-of-government and whole-of-society approach in addressing substance use disorders through prevention, treatment, rehabilitation, and sustained recovery.
It also reaffirms its commitment to strengthening health systems, expanding access to evidence-based rehabilitation services, reducing stigma, and ensuring that every Filipino on the path to recovery receives quality healthcare, compassion, and hope.
