THE Department of Health (DOH) – Ilocos Region led the inauguration of a new Laboratory Building and Computed Tomography (CT) Scan Machine at the Gov. Roque Ablan Sr. Memorial Hospital (GRASMH) on June 20, 2026, reinforcing the government’s commitment to bringing advanced healthcare services closer to communities and strengthening healthcare delivery in Ilocos Norte.
The project was implemented through the Health Facility Enhancement Program (HFEP) – Medical Equipment Program of the Department of Health for Fiscal Year 2025, with the support of First District of Ilocos Norte Congressman Alexander “Sandro” Marcos, whose advocacy for health infrastructure has helped expand access to essential medical services in the province.
The newly installed CT Scan machine is the third unit provided through the Department of Health in partnership with Congressman Marcos. Earlier CT Scan units were installed at the Laoag City General Hospital and Bangui District Hospital, increasing the availability of advanced diagnostic services for Ilokanos across the province.
The new Laboratory Building and CT Scan facility will enhance the hospital’s diagnostic capacity, support timely and accurate medical interventions, and reduce the need for patients to seek specialized diagnostic services outside their locality.
DOH Ilocos Regional Director Dr. Paula Paz M. Sydiongco emphasized that the project reflects the Department’s continuing efforts to build a stronger and more responsive healthcare system under the Universal Health Care Act.
“Healthcare becomes truly accessible when quality services are available where people need them most. This new Laboratory Building and CT Scan Machine will help ensure that patients receive timely diagnosis and appropriate treatment closer to home, reducing delays in care and improving health outcomes for Ilokano families,” Sydiongco said.
She added that the Department remains committed to modernizing health facilities and equipping hospitals with the tools necessary to provide quality healthcare services.
“The DOH continues to invest in health infrastructure and modern medical technologies because every Filipino deserves access to quality healthcare. Through strong partnerships with our legislators and local government leaders, we are transforming health facilities into centers of excellence that can better serve our communities today and in the years ahead,” she emphasized.
Congressman Sandro Marcos reaffirmed his support for initiatives that improve healthcare access and strengthen public health services for the people of Ilocos Norte.
The inauguration marks another significant milestone in the Department of Health’s ongoing efforts to enhance health facility readiness, expand access to specialized healthcare services, and bring quality healthcare closer to every Filipino.
