DOST-CALABARZON, in partnership with the Commission on Elections (COMELEC), is
now on the roll in certifying the 27,930 Electoral Board (EB), previously called as Board of
Election Inspectors, in the CALABARZON region for the upcoming 2022 May national and
local elections.
Cavite has the highest number of EBs with 6,746 participants, followed by Laguna (6,004),
Batangas (5,720), Quezon (4,886), and Rizal (4,574).
A total of 53 certifiers and quick response teams composed of DOST-CALABARZON,
DOST-PCAARRD, DOST-FPRDI, DOST-ITDI, DOST-FNRI, DOST-MIRDC, DOST-STII,
National Academy of Science and Technology, DOST Regional Operations, and DOST
Central Office staff, together with Cavite State University, Laguna State Polytechnic
University, Batangas State University, University of Rizal System, and Southern Luzon
State University have commenced their certification of teachers from the Department of
Education last March 1 and will end on March 31.
Under the Republic Act No. 8436, as amended by Republic Act No. 9369 (Amended
Automated Election Law), the Department of Science and Technology (DOST) is mandated
by this law to implement the Certification Program composed of two parts: the online
theoretical examination and the practical examination which should be passed by the
teacher-EBs before being deployed in the field on May elections.
To minimize possible COVID-19 transmissions, DOST has developed the EB Certification
Portal, a web application that automates the theoretical examination of the Certification
Program as well as provides information on the certified EBs. This will also automate the
checking of the theoretical examination resulting in a faster turn-around time.
This is the fifth time that DOST handled the EB certification. There will be more than
210,000 EBs to be certified all over the country with the CALABARZON having the highest
number of EBs to be certified due to a large number of precincts in the region
