eMarketplace records P80M in orders in 1Q 2025; set to expand offerings

THE government’s eMarketplace platform, one of the main features of the New Government Procurement Act (NGPA), recorded over ₱80 million worth of motor vehicle orders in the first quarter of 2025. The update was shared during a press briefing at the East Asia and the Pacific International Public Procurement Conference.

“The NGPA leverages digital technology, primarily through the electronic or eMarketplace where procuring entities can just ‘Add to Cart’ essential goods and services, ensuring timely and cost-effective transactions,” said DBM Secretary Amenah “Mina” F. Pangandaman.

As of this year, eMarketplace features 63 motor vehicle models, including sedans, pickups, SUVs, passenger vans, multi-purpose vehicles, vans, and minibuses. The government’s official electronic commerce platform simplifies the purchasing process for agencies, significantly reducing turnaround time while promoting transparency and competitiveness.

Procurement Service of the Department of Budget and Management (PS-DBM) Executive Director Genmaries “Gen” Entredicho-Caong stated that a total of 86 motor vehicle orders have been processed for the first quarter, amounting to approximately P80 million, 15 of which have already been turned over and delivered. These transactions were made by government agencies with existing approved authorities to purchase motor vehicles, one of the requirements for using the platform.

“Sa ngayon po, kinukuha namin kung ilan po ‘yung agencies na merong approved authority to purchase motor vehicles, kasi isa po ‘yun sa requirements. So far, ang nareceive po natin ay 86 orders amounting to P80 million. That’s for the first quarter,” said PS-DBM ED Gen.

“Ang projection po namin is to multiply it by four [for the year]. But we expect even more orders once agencies [without approved authorities] can secure them,” she added.

As additional merchants and brands are onboarded, the DBM anticipates greater variety and competitiveness in available options for government procurement.

The pilot implementation of the eMarketplace is set to conclude this April. Soon, the platform will expand to include cloud computing services and software licenses. 

Additional categories such as ICT equipment, ink, and paper products are also expected to be introduced, broadening the range of common-use supplies available to government agencies.

The eMarketplace is a key initiative in the government’s drive to streamline, modernize, and digitalize public procurement. Operating within the modernized PhilGEPS system, it aims to deliver faster, more transparent, and efficient services to government agencies, while encouraging participation from micro, small, and medium enterprises (MSMEs) and promoting good governance.
