HOUSE Assistant Majority Leader and Zambales Representative Jefferson “Jay” Khonghun has called for a congressional investigation into the alleged poor performance of PrimeWater Infrastructure Corp., citing a growing number of consumer complaints not only from his hometown of Subic, Zambales but from across the country.
Khonghun, in a strongly worded Facebook post dated April 21 2025 said that despite repeated chances and a long grace period, PrimeWater continues to fail its consumers.
“PRIMEWATER. We have given you enough time to improve your services. Sabi nyo last meeting pandemic is the reason kaya may backlog kayo sa development,” Khonghun said.
In Subic, where Khonghun’s constituents have lodged numerous grievances, PrimeWater has been criticized for inconsistent water supply, poor service restoration after outages and failure to deliver promised improvements.
“Although you are not under the LGU of Subic, PrimeWater may responsibility kayo sa tao pero now sobra na,” Khonghun added.
Khonghun, who also chairs the House Special Committee on Bases Conversion, said he intends to file a resolution calling for a full-blown congressional investigation on PrimeWater’s operations nationwide once Congress resumes session.
“I’ll be filing a congressional investigation para sa lahat ng PrimeWater sa buong Pilipinas when our session starts,” he said.
The lawmaker emphasized that his move is not politically motivated but seeks to uphold the rights and welfare of ordinary Filipino consumers who continue to suffer because of broken promises and inadequate services.
“This is not about politics. It’s about justice to the consumers. Sobrang dami na kayo pinahirapan. Sa mga pangako na hindi nyo tinutupad,” Khonghun stressed.
PrimeWater, which operates more than 100 joint venture projects with local water districts, has been the subject of numerous complaints nationwide over persistent water interruptions, high billing rates, and poor customer service, fueling the clamor for congressional scrutiny.
