THE Land Transportation Office (LTO), under the guidance of Acting Department of Transportation (DOTr) Secretary Giovanni Z. Lopez, revoked the driver’s license of two more employees of the Department of Public Works and Highways (DPWH) currently being investigated for alleged flood control anomalies.
LTO Chief, Assistant Secretary Atty. Vigor D. Mendoza II said both Jaypee de Leon Mendoza and Arjay Salvador Domasig were also fined with P3,000 each for the offense of Imitation and False Representation under Section 31 of the RA 4136, or the Land Transportation and Traffic Code.
“The revocation of their driver’s licenses also comes with a penalty of perpetual disqualification from getting any driver’s license,” said Asec Mendoza.
He said the maximum penalty of revocation of driver’s license and perpetual disqualification is in the case of being an Improper Person to Operate a Motor Vehicle under Section 27 (a) of R.A. 4136.
The LTO issued show cause orders against Mendoza and Domasig after the expose of Sen. Panfilo Lacson revealed that they allegedly used fake driver’s license to enter casinos.
Mendoza allegedly used a driver’s license with his photo under the name “Peejay Castro Asuncion” while Domasig was under the name of “Sandro Bernardo Park”.
LTO records revealed that they are holders of valid driver’s licenses under their true names.
In the hearing, the two denied that they applied for fake driver’s licenses but Domasig admitted that somebody took his ID and his photo when he visited a casino with four other DPWH officials.
In a reply letter to the LTO, the management of one of the casinos confirmed that the two are members of the Reward Circle under the names in the fake driver’s licenses.
Asec Mendoza said the duo’s use of fake driver’s license constitutes a deliberate and willful misrepresentation of identity and a flagrant breach of the public trust
inherent in the grant of driving privileges.
“It erodes the integrity of the licensing system, betrays the confidence of the State, and poses a potential threat to public safety.”
“These acts unmistakably show that they are morally unfit and improper to be entrusted with the privilege of operating motor vehicles on public roads,” said Asec Mendoza.
