Metro Manila Mayors approve street parking ban on national roads to ease traffic

IN a move to ease worsening traffic congestion, Metro Manila’s local chief executives have approved a street parking ban on national primary roads and restricted parking on national secondary roads during designated hours.

During the Metro Manila Council meeting held today at the MMDA Head Office in Pasig City, Metro Manila mayors passed the MMDA Regulation No. 25-001 entitled “Harmonizing Public Street Parking in Metro Manila and for Other Purposes” which sets the guidelines of the policy as well as identification of thoroughfares where street parking is not allowed.

MMDA Chairman Atty. Don Artes said Metro Manila local government units need to pass or amend their respective ordinances consistent with the regulation. The move is in line with President Ferdinand R. Marcos Jr.’s directive to maintain integrity of cleared roads, prevent the recurrence of obstructions, and ensure continuous safe access for all road users.

“We acknowledge that Illegal parking in public streets in Metro Manila is a major cause of traffic congestion, traffic-related incidents, hindrance to delivery of emergency and essential services, and revenue losses for business and that regulating public street parking will promote general welfare, and maintain peace and order among residents of Metro Manila,” Artes said.

Street parking is strictly prohibited in the following roads:

a. C1: CM Recto Avenue (from Roxas Boulevard to Legarda St.);

b. C2: Pres. Quirino Ave. (from Roxas Blvd. to R10)

c. C3: Araneta Ave. (N. Domingo to R10)

d. C4: EDSA (from Monumento Circle to Macapagal Ave.)

e. C5: Katipunan/CP Garcia (Commonwealth Ave. to South Super Highway)

f. C6: Southeast Metro Manila Expressway

g. R1: Roxas Blvd. (P. Burgos to NAIA Road)

h. R2: Taft Ave. (from Lawton to Redemptorist)

i. R3: Osmeña Highway or South Super Highway (from Quirino Avenue to Nichols Interchange)

j. R4: JP Rizal (from intersection of Pedro Gil Tejeron, Manila City to P. Zamora, Taguig City)

k. R5: Ortigas Ave. (from Santolan to Imelda Ave.)

l. R6: Marcos Highway/Magsaysay Blvd./Aurora Blvd. (from Legarda St.-Ramon Magsaysay to C5 Katipunan)

m. R7: España Blvd./Quezon Ave./Commonwealth Ave. (from Carlos Palanca to Quezon Ave. to Commonwealth Ave. to Mindanao Ave.)

n. R8: A. Bonifacio Ave. (from Blumentritt to EDSA Balintawak)

o. R9: Rizal Ave./McArthur Highway (from Carriedo to Monumento, Caloocan City)

p. R10: Delpan; 2nd St. to Navotas Terminal

q. Bonifacio Drive; P. Burgos St. to 2nd St.

r. Elliptical Road

s. Mindanao Ave.

t. Marcos Highway

u. Dr. A. Santos Ave. (Sucat Road)

v. Ninoy Aquino Ave.

w. Shaw Blvd.

x. Boni Ave.; and

y. Alabang-Zapote Rd.

Meanwhile, street parking on national secondary roads may be allowed by LGUs thru ordinances except from 7am-10am and 5pm-8pm.

Prohibition shall not apply to emergency vehicles such as, but not limited to, fire trucks and ambulances when responding to an emergency, stalled vehicles, and other authorized vehicles. Terminals of public utility vehicles located on national primary and national secondary roads are likewise banned. LGUs will identify locations within their jurisdictions for such terminals.

Penalties for a violation of the regulation shall be in accordance with the Metro Manila Traffic Code of 2023. It will be operated by the newly-created Swift Traffic Action Group using body-worn cameras.

Target implementation of the regulation is before Christmas rush season to ease the heavy vehicular flow.

Metro Manila mayors underscored that the regulation is not absolute and are localized and that LGUs are given due consideration for their local zoning, traffic, business, and other related concerns consistent with the regulation.

“LGUs will determine what roads where parking will be allowed which have less foot traffic and won’t cause obstruction to traffic, especially emergency vehicles,” MMC President and San Juan City Mayor Francis Zamora said.

Along with Zamora, Manila City Mayor Isko Moreno, Muntinlupa City Mayor Ruffy Biazon, Pasay City Mayor Emi Calixto-Rubiano, Malabon City Mayor Jeannie Sandoval, Paranaque City Mayor Edwin Olivarez, Marikina City Mayor Maan Teodoro, and Pateros Municipality Mayor Gerald German are also present in the council meeting.
