THE westbound off-ramp of the Ninoy Aquino International Airport Expressway (NAIAX) along Andrews Avenue leading to NAIA Terminal 3 in Pasay City is now open, reducing travel time by 15 to 25 minutes for motorists coming from SLEX, Skyway Stage 3, and Lawton Avenue, particularly during peak hours.
President Ferdinand R. Marcos Jr. on Friday led the opening of the NAIAX – Westbound Off-Ramp to NAIA Terminal 3 Project, a 320-meter-long road located in Barangay 183, Pasay City, aimed at decongesting and improving traffic in the airport terminal area.
“Ito ay isang bahagi lamang sa mga ating ginagawa, lalong-lalong [sa] paghahanda sa Holy Week,” said President Marcos in his message during the event.
Among those who accompanied the President were Department of Public Works and Highways (DPWH) Acting Secretary Vivencio Dizon; Ramon Ang, Chairman and Chief Executive Officer of San Miguel Corporation; Department of Transportation (DOTr) Acting Secretary Giovanni Lopez; Atty. Jose Arturo Tugade, Executive Director of the Toll Regulatory Board (TRB); and Pasay City Mayor Imelda Calixto-Rubiano.
President Marcos said the government has already opened the connector road from CAVITEX up to C5 to ensure a continuous flow of traffic from the highway.
“Mabubuksan na rin ‘yung papuntang Cabanatuan. Isa pa ‘yun para medyo mabigyan natin ng kaunting relief ang mga travelers na papunta around Central Luzon,” President Marcos said.
“Kaya patuloy nating pinabubuksan ang lahat ng ating mga kalsada upang mas madali ang magiging travel sa ating mga kababayan,” the President added.
In an ambush interview with the media after the President’s visit, SMC Chairman Ang said the project costs about PhP1 billion.
SMC is the Concessionaire and Operator of the project which was completed in December 2025 and opened to the public on March 27, 2026.
According to government data, the project is expected to reduce travel time by 15 to 25 minutes for motorists coming from the South Luzon Expressway (SLEX), Skyway Stage 3, and Lawton Avenue, particularly during peak hours.
President Marcos earlier ordered concerned government agencies to develop infrastructure that would improve connectivity and decongest traffic in Metro Manila.
Upon the President’s orders, the NAIAX Westbound Off-Ramp to NAIA Terminal 3 Project was constructed to complement NAIA’s modernization under the Public-Private Partnership (PPP) program, providing new airport access for smoother, more predictable travel.
In addition, road widening was carried out along Circulo del Mundo Rotonda leading directly to NAIA Terminal 3.
Upon arrival at the Off-Ramp, President Marcos was briefed by Dizon and Ang via briefing boards, after which they boarded a coaster to conduct a windshield inspection of the completed project at the Toll Plaza.
Traffic congestion and inefficient inter-terminal transfers at the NAIA cause subpar arrival and departure experiences from Manila, aggravated by unpredictable travel time for travelers transferring between NAIA terminals.
As part of efforts to further enhance NAIAX, the project aims to improve connectivity among NAIA’s three terminals, with a projected 30 to 40 percent reduction in vehicle volume at the Andrews Avenue–Newport intersection by separating airport-bound traffic from local roads, providing immediate relief to commuters and residents of Newport City and Villamor.
