SPEAKER Ferdinand Martin G. Romualdez today assured barangay officials of the unwavering commitment of the House of Representatives to strengthen their capacity to perform their duty and promote their welfare.
He gave the assurance in his message of support Wednesday afternoon before members of the Liga ng mga Barangay ng Pilipinas-Tacloban Chapter who are undergoing a four-day comprehensive training at the Citystate Tower Hotel in Ermita, Manila.
“The House of Representatives, under my leadership, is committed to giving barangay officials the dignity and support you deserve. Hindi namin kayo pababayaan, dahil hindi niyo rin kami iniwan,” said the leader of the 306-strong House of Representatives.
“We will continue pushing for laws that recognize your sacrifices, secure your future, and strengthen your capacity to lead,” he added.
He noted that barangay officials are the backbone of our nation’s governance.
“In every crisis, in every challenge, in every moment of need, you are the first to respond. Kayo ang unang tinatakbuhan ng tao, kayo rin ang unang sumasalo sa problema. That is why ensuring your strength, security, and stability is not just a commitment—it is a duty.”
Speaker Romualdez recognized the demanding task of barangay officials, pointing out that they have to face head-on the challenges they are facing such as disaster response, law enforcement, financial management and social welfare issues.
“That is why we in Congress continue to fight for measures that uplift barangay officials, ensuring that you are given the resources, recognition, and respect you deserve,” he said, adding that rendering service without proper support is an injustice.
He cited various legislative measures in the House meant to uplift the lives of barangay officials and provide them with the support they need:
1. House Bill No. 11287 – Extending the Term of Barangay Officials to Six Years.
“Why? Because real progress takes time. Ang tunay na pagbabago, hindi minamadali—pinagtitibay. This measure will allow you to execute long-term programs, reduce election disruptions, and focus on what truly matters: serving the people,” Speaker Romualdez said.
2. Social Security System (SSS) Coverage for Barangay Officials
Speaker Romualdez said it is unacceptable that those who dedicate their lives to public service are left without financial security. He said including barangay officials in the Social Security System (SSS)—would ensure they receive life insurance, disability benefits and a lifetime pension.
3. The Magna Carta for Barangays
Speaker Romualdez said this measure seeks to institutionalize benefits, provide structured salaries and ensure barangays have the financial backing to serve their communities effectively, such as:
• Salaries and benefits equivalent to government employees.
• Health insurance and scholarships for dependents.
• Guaranteed funding for barangay programs.
All of these initiatives, according to Speaker Romualdez, are meant to strengthen the barangay because strong barangays mean a strong nation: “Kung matibay ang barangay, walang maiiwang Pilipino.”
Meanwhile, he also commended the Liga ng mga Barangay Tacloban Chapter for organizing the training program.
“This four-day training program is not just about learning—it is about preparing, strengthening, and securing the future of our communities. Ang barangay na handa, bayan ang panalo,” he said.
He noted that their training for disaster preparedness, responsible budgeting, and proper governance are not just technical skills but the lifelines that keep communities safe and thriving.
“Let us continue working together for a Bagong Pilipinas—where every barangay is strong, every leader is supported, and every community is thriving.”
