DEPARTMENT of Budget Management (DBM) Secretary Amenah F. Pangandaman announced on Monday the signing of the National and Local Budget Circulars which signals the implementation of Salary Standardization for civilian government personnel.
In an episode of Malacañang Insider, Pangandaman said that after the Executive Order for the Salary Standardization Law VI was signed by President Ferdinand R. Marcos Jr., she asked her team from DBM to write the Implementing Rules and Regulations (IRR).
The IRR will usher its immediate implementation and allowed government agencies to compute the salary adjustments of their respective personnel.
“Well, first, the President last week signed the Executive Order for the Salary Standardization Law VI. It’s an adjustment doon sa ating suweldo ng ating mga kawani ng gobyerno. And another good news is that, on that day, I asked the team from DBM to already write the Implementing Rules and Regulations, the guidelines,” Pangandaman said.
“So we are happy to announce that we signed that this morning, the national budget circular and the local budget circular. So we will release it, publish it tomorrow, and the national government agencies can already compute the adjustment of the salary of our workers,” she added.
Asked when the adjustment could possibly be implemented, the Budget Secretary said it can be immediate but is dependent on how fast the agencies can compute the adjustments. She reiterated that the first tranche of adjustment starts in January 2024.
“As soon as possible. It will really, actually, depend on the agencies, kung gaano sila kabilis mag-compute ng mga adjustments. So this is the first tranche. Ang adjustment po ay nagsimula noong January nitong taon na ito,” Pangandaman said.
Pangandaman also disclosed the average total increase in salaries is 18 percent, covering the four tranches in 2024, 2025, 2026, and 2027.
“Well, on average po, from now until the last tranche, it will be in four tranches – it will start this year, 2024; it will end by 2027 – on average po, the total increase will be about 18 percent for the entire tranche, for the four tranches,” she pointed out.
